Book excerpt: British rule of India brought together two very different traditions of scholarship about language, whose conjuncture led to several intellectual breakthroughs of lasting value. Two of these were especially important: the conceptualization of the Indo-European language family by Sir William Jones at Calcutta in 1786—proposing that Sanskrit is related to Persian and languages of Europe—and the conceptualization of the Dravidian language family of South India by F.W. Ellis at Madras in 1816—the "Dravidian proof," showing that the languages of South India are related to one another but are not derived from Sanskrit. These concepts are valid still today, centuries later. This book continues the examination Thomas R. Trautmann began in Aryans and British India (1997). While the previous book focused on Calcutta and Jones, the current volume examines these developments from the vantage of Madras, focusing on Ellis, Collector of Madras, and the Indian scholars with whom he worked at the College of Fort St. George, making use of the rich colonial record. Trautmann concludes by showing how elements of the Indian analysis of language have been folded into historical linguistics and continue in the present as unseen but nevertheless living elements of the modern.

Democratization of economic opportunities has made such broad-based growth possible even as interventions in social sectors reinforce the former. Book excerpt: The foundations of politics in Tamil Nadu today are rooted in the rising consciousness and various organizations of what may be broadly termed "the Dravidian Movement" of the late nineteenth century and first decades of the twentieth century. This book focuses on the emergence of a new awareness of Tamil identity though a range of organizations for Dravidian uplift such as the Non-Brahmin Movement, the South Indian Liberal Federation (popularly known as the Justice Party), the Self-Respect Movement, the Dravida Kazhagam (DK), and its dynamic off-shoot, the Dravida Munnetra Kazhagam (DMK). The most prominent leaders of the Dravidian Movement were E. V. Ramaswamy Naicker, known as Periyar, "Great Sage," and C. N. Annadurai—Anna—who in 1967 was to become Chief Minister of Madras State. Today there are many books on Tamil politics, but until the 1960s no book had addressed the movement that was to become the dominant force in the political life of Tamil Nadu today. It was a young American, Robert L. Hardgrave, Jr., in 1960 who took up the project to portray the Dravidian Movement. With several months in Madras, he met leaders of the DMK and attended a number of conferences, and he collected all the pamphlets and papers he could find on the movement, many going back to the 1930s. As a graduate student at the University of Chicago, he brought this together for his Master’s degree thesis, completed in 1962. It was published as a book, The Dravidian Movement, in Bombay in 1965. Long out-of-print, the pioneering volume is again available in this new reprint edition.

It concerns an oratorical revolution, a transformation of oratorical style linked to larger transformations in society at large. It explores the aesthetics of Tamil oratory and its vital relationship to one of the key institutions of modern society: democracy. Therefore this book also bears on the centrality of language to the modern human condition. Though Tamil oratory is a relatively new practice in south India, the Dravidian (or Tamil nationalist) style employs archaic forms of Tamil that suggest an ancient mode of speech. Beginning with the advent of mass democratic politics in the 1940s, a new generation of politician adopted this style, known as "fine," or "beautiful Tamil" ( centamil), for its distinct literary virtuosity, poesy, and alluring evocation of a pure Tamil past. Bernard Bate explores the centamil phenomenon, arguing that the genre's spectacular literacy and use of ceremonial procession, urban political ritual, and posters, praise poetry are critical components in the production of a singularly Tamil mode of political modernity: a Dravidian neoclassicism. From his perspective, the centamil revolution and Dravidian neoclassicism suggest that modernity is not the mere successor of tradition but the production of tradition, and that this production is a primary modality of modernity, a new newness-albeit a newness of old things.

A knowledge of the Dravidian language structure in all its development stages, from their earliest beginnings to today, is necessary for understanding numerous fundamental aspects with the emergence of the indoarian, Munda and other languages of south Asia and of course for the history of the Dravidian language family itself. The Comparative Grammar forms an important part of the historical linguistics. Yet Richard Caldwell's Comparative Grammar of Dravidian or South Indian Family of Languages (London, 1856, 2/1875, 3/1913) is outdated. An up to date comparative grammar of the Dravidian languages therefore was long overdue. With the work of the renowned Russian Dravidian scientist Mikhail S. Andronov, in which the over 80 known, investigated and described languages and dialects of the Dravidian language family are taken in consideration, this gap has been closed.
