However, united German foreign policy has remained remarkably consistent with West German foreign policy. Even seven years after unification continuity is a cornerstone of German foreign policy and European integration remains a fundamental goal. Yet, European integration has come to take on new meaning for Germany. As Germany continues to deepen its relationship with the members of the European Union (EU), integration now also entails the widening of the European Union to include many states of Central and Eastern Europe. Germany's redefined Ostpolitik is an intricate part of its Europapolitik. Germany has led calls for the eastward enlargement of the European Union, because it sees EU membership as the best way to bring the former communist states back into Europe, thereby ensuring peace and stability within the Union. Therefore, Germany is doing all it can to aid these states intheir transition to liberal, democratic states with open, market economies. The recurring German question of orientation and balancing its interests will be solved by bridging East and West and erasing the Yalta division of Europe. (Abstract shortened by UMI.).

Book excerpt: Germany's support for the Eastern enlargement of the European Union was a key factor in the successful completion of this idea in 2004. Germany's policy towards the enlargement was, however, ambivalent and for this reason perceived as controversial. This thesis examines and explains the reasons of this paradox. German policy makers endorsed the idea of the Eastern enlargement of the EU for the reasons deriving from the national identity, based on a history-related narrative, and from the fact of the successful unification of Germany. As Chancellor Helmut Kohl captured it -- the unification of Germany and the unification of Europe were two sides of the same coin. Eastern enlargement was, however, a novel idea and was changing the existing European order and concepts of the European integration. It faced therefore powerful constraints both in the shape of still existing, though declining, Cold War structural grip, as well as of the conflicting with the enlargement interests of other member state of the EU and domestic economic preferences and interests. It caught German policy makers between powerful and mutually conflicting challenges and faced them with a need to choose strategic priorities for the foreign policy. The choice was continuity of multilateralism, the principle of the foreign policy of the West Germany. This choice turned the enlargement policy into one of the premises of the grand strategy of the German Europapolitik. Examining the ambivalence in the enlargement policy allows not only to explain its causes but also to observe a process of changing the concept of the European integration. This doctoral thesis is a result of the research conducted at the London School of Economics and Political Science under the supervision of Prof. William Wallace and Dr. Ulrich Sedelmeier.

Book excerpt: This volume brings together a set of key studies on the history of medieval Central Europe (Bohemia, Hungary, Poland), along with others specially commissioned for the book or translated, and a new introduction. This region was both an area of immigration, and one of polities in expansion. Such expansion included the settlement and exploitation of previously empty lands as well as rulers' attempts to incorporate new territories under their rule, although these attempts did not always succeed. Often, German immigration has been prioritized in scholarship, and the medieval expansion of Central Europe has been equated with the expansion of Germans. Debates then focused on the positive or negative contribution of Germans to local life, and the consequences of their settlement. This perspective, however, distorts our understanding of medieval processes. On the one hand, Central Europe was not a passive recipient of immigrants. Local rulers and eventually nobles benefited from and encouraged immigration; they played an active role. On the other hand, German immigration was not a unified movement, and cannot be equated with a drang nach osten. Finally, not just Germans, but also various Romance-speaking and other immigrant groups settled in Central Europe. This volume, therefore, seeks to present a more complex picture of medieval expansion in Central Europe.

Book excerpt: Less than Nations: Central-Eastern European Minorities after WWI represents the result of research that the author has carried over recent years, and was facilitated by the 2008 PRIN project (Programmi di Ricerca di Rilevante Interesse Nazionale) and the 2010 Sapienza Research funds. The book analyses the conditions of national minorities after World War I, when the geo-political map of Central-Eastern Europe was redefined by international diplomacy. The new settlements were based on the principle of national self-determination and were conditioned by the geographic reality of Central-Eastern Europe, where states and nations rarely coincided. The second volume of the book analyses some special aspects of this question and focuses on the interpretation of some particular cases, which had an outstanding role in the definition of the international framework. The massacres of the Armenians in the Ottoman Empire and of the Jews in Eastern Europe, for example, alarmed the international community and contributed to the 1919 “emergency” of minority rights. The role of Kin States such as Germany and Hungary, instead, characterized the entire interwar period and conditioned the stability of Europe and the League of Nations. Finally, special cases like those of Slovakia and Bosnia are also helpful in understanding the ideas of nation and minority, and how conceptualisations of the latter have changed throughout the last century.

Book excerpt: Nationalism, the state of mind in which the individual's supreme loyalty is owed to the nation-state, remains the strongest of political emotions. As a historical phenomenon, it is always in flux, changing according to no preconceived pattern. In The New Nationalism, Louis L. Snyder sees various forms of nationalism, and categorizes them as a force for unity; a force for the status quo; a force for independence; a force for fraternity; a force for colonial expansion; a force for aggression; a force for economic expansion; and a force for anti-colonialism. In Snyder's opinion, nationalism should be differentiated from Theodore Roosevelt's "New Nationalism," a phrase he borrowed from Herbert D. Croly's The Promise of American Life. Croly warned that giving too much power to big industry and finance would lead to the degradation of the masses, and that state and federal intervention must be pursued on all economic fronts. Roosevelt expanded upon this concept, and saw the flourishing of democratic government as a means of reviving the old pioneer sense of individualism and opportunity. Snyder, in contrast, extends the work of the two major pioneers in the study of modern nationalism, Carlton J. H. Hayes and Hans Kohn, in exploring this most powerful sentiment of modern times, and showing how it relates to the political, economic, and psychological tendencies of historical development.
