Book excerpt: Adopted in 2007, the UN Declaration on the Rights of Indigenous Peoples establishes self-determination--including free, prior, and informed consent--as a foundational right and principle. Self-determination, both individual and collective, is among the most important and pressing issues for Indigenous women worldwide. Yet Indigenous women's interests have been overlooked in the formulation of Indigenous self-government, and existing studies of Indigenous self-government largely ignore issues of gender. As such, the current literature on Indigenous governance conceals patriarchal structures and power that create barriers for women to resources and participation in Indigenous societies. Drawing on Indigenous and feminist political and legal theory--as well as extensive participant interviews in Canada, Greenland, and Scandinavia-- this book argues that the current rights discourse and focus on Indigenous-state relations is too limited in scope to convey the full meaning of "self-determination" for Indigenous peoples. The book conceptualizes self-determination as a foundational value informed by the norm of integrity and suggests that Indigenous self-determination cannot be achieved without restructuring all relations of domination nor can it be secured in the absence of gender justice. As a foundational value, self-determination seeks to restructure all relations of domination, not only hegemonic relations with the state. Importantly, it challenges the opposition between "self-determination" and "gender" created and maintained by international law, Indigenous political discourse, and Indigenous institutions. Restructuring relations of domination further entails examining the gender regimes present in existing Indigenous self-government institutions, interrogating the relationship between Indigenous self-determination and gender violence, and considering future visions of Indigenous self-determination, such as rematriation of Indigenous governance and an independent statehood.

In the quarter century since economic reforms were introduced, the Indian economy has experienced strong growth accompanied by extensive sectoral and spatial restructuring. This book argues that in this reformed institutional context, where both state spaces and economic geographies are being rescaled, subnational states play an increasingly critical role in coordinating socioeconomic activities. The core thesis that the book defends is that the reform process has profoundly reconfigured the Indian state’s rapport with its territory at all spatial scales, and these processes of state spatial rescaling are crucial for comprehending emerging patterns of economic governance and growth. It demonstrates that the outcomes of India’s new policy regime are not only the product of impersonal market forces, but that they are also the result of endogenous political strategies, acting in conjunction with the territorial reorganisation of economic activities at various scales, ranging from local to global. Extensive empirical case material, primarily from field-based research, is used to support these theoretical assertions. The comparative and transnational approach enables this work to compare and contrast the Italian experience with that of many other countries in the world as well as understand transfers and the adaptive and imitative processes that emerge when conscription and the military are viewed from an Italian perspective. Peacetime and wartime recruitment, military life, culture, justice and civil-military relationships are analysed using a wide range of sources and an interdisciplinary approach that combines top-down and bottom-up perspectives. This enables the book not only to assess the contribution the military has made to the country in terms of state-building, nation building, modernization, pedagogical and disciplinary models, gender identity and roles, but also to reconsider the standard taxonomies as well as some established evolutionary models of the armies. Moreover, the Italian military is seen as an internally complex world that is incapable of defining its own one-dimensional identity or of imposing any such identity on its members. Consequently, it is an element in the history of a country that is substantially the same as any other such element and thus important in people’s collective and individual lives whether or not they are in uniform. Rather than being an object of study in and of itself, the military becomes a vantage point from which to observe the Italian history in the long 19th century. Therefore, this book can be profitably read by professional military historians and non-specialist readers interested in the military, as well as by all scholars working on Italian pre- and post-unification political, institutional, socio-economic, cultural and gender history.
