Book excerpt: Energy Global energy demand has more than doubled since 1970. The use of energy is strongly related to almost every conceivable aspect of development: wealth, health, nutrition, water, infrastructure, education and even life expectancy itself are strongly and significantly related to the consumption of energy per capita. Many development indicators are strongly related to per-capita energy consumption. Fossil fuel is the most conventional source of energy but also increases greenhouse gas emissions. The economic development of many countries has come at the cost of the environment. However, it should not be presumed that a reconciliation of the two is not possible. The nexus concept is the interconnection between the resource energy, water, food, land, and climate. Such interconnections enable us to address trade-offs and seek synergies among them. Energy, water, food, land, and climate are essential resources of our natural environment and support our quality of life. Competition between these resources is increasing globally and is exacerbated by climate change. Improving resilience and securing resource availability would require improving resource efficiency. Many policies and programs are announced nationally and internationally for replacing the conventional mode and also emphasizing on conservation of fossil fuels and reuse of exhausted energy, so a gap in implications and outcomes can be broadly traced by comparing the data. This book aims to highlight problems and solutions related to conventional energy utilization, formation, and multitudes of ecological impacts and tools for the conservation of fossil fuels. The book also discusses modern energy services as one of the sustainable development goals and how the pressure on resource energy disturbs the natural flows. The recent advances in alternative energy sources and their possible future growth are discussed and on how conventional energy leads to greenhouse gas formation, which reduces energy use efficiency. The different policies and models operating is also addressed, and the gaps that remained between them. Climate change poses a challenge for renewable energy, and thus it is essential to identify the factors that would reduce the possibility of relying on sustainable energy sources. This book will be of interest to researchers and stakeholders, students, industries, NGOs, and governmental agencies directly or indirectly associated with energy research.

The Robert T. Stafford Disaster Relief and Emergency Assistance Act was passed on November 23, 1988, amending Public Law 93-288, the Disaster Relief Act of 1974. The Stafford Act included Section 404, which established the Hazard Mitigation Grant Program. In 1993, the Hazard Mitigation and Relocation Act amended Section 404 to increase the amount of HMGP funds available and the cost-share to 75 percent Federal. This amendment also encouraged the use of property acquisition and other non-structural flood mitigation measures. In an effort to streamline HMGP delivery, FEMA encourages States to develop their mitigation programs before disaster strikes. States are adopting a more active HMGP management role. Increased capabilities may include: Conducting comprehensive all-hazard mitigation planning prior to disaster events; Providing applicants technical assistance on sound mitigation techniques and hazard mitigation policy and procedures; Coordinating mitigation programs through interagency teams or councils. Conducting benefit-cost analyses; and Preparing National Environmental Policy Act reviews for FEMA approval. States that integrate the HMGP with their frequently updated State Administrative and Hazard Mitigation Plans will create cohesive and effective approaches to loss reduction. This type of coordinated approach minimizes the distinction between “predisaster” and “post-disaster” time periods, and instead produces an ongoing mitigation effort. Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to people and property from natural hazards and their effects. A key purpose of the HMGP is to ensure that the opportunity to take critical mitigation measures to protect life and property from future disasters is not lost during the recovery and reconstruction process following a disaster. Program grant funds available under Section 404 of the Stafford Act provide States with the incentive and capability to implement mitigation measures that previously may have been infeasible. The purpose of this Desk Reference is to: Provide comprehensive information about FEMA's Hazard Mitigation Grant Program (HMGP); Increase awareness of the HMGP as an integral part of statewide hazard mitigation efforts; and Encourage deeper commitments and increased responsibilities on the part of all States and communities to reduce damage and losses from natural disasters. This Desk Reference is organized to simplify program information and assist the reader with practical guidance for successful participation in the program. Lists of program-related acronyms and definitions are included, along with appendices that amplify selected aspects of the HMGP. This Desk Reference is organized into 14 sections, each of which presents a major HMGP subject area. In each section, information is presented on the right side of the page. Book excerpt: The standard incandescent light bulb, which still works mainly as Thomas Edison invented it, converts more than 90% of the consumed electricity into heat. Given the availability of newer lighting technologies that convert a greater percentage of electricity into useful light, there is potential to decrease the amount of energy used for lighting in both commercial and residential applications. Although technologies such as compact fluorescent lamps (CFLs) have emerged in the past few decades and will help achieve the goal of increased energy efficiency, solid-state lighting (SSL) stands to play a large role in dramatically decreasing U.S. energy consumption for lighting. Since the publication of the 2013 National Research Council report Assessment of Advanced Solid-State Lighting, the penetration of SSL has increased dramatically, with a resulting savings in energy and costs that were foreshadowed by that study. What was not anticipated then is the dramatic dislocation and restructuring of the SSL marketplace, as cost reductions for light-emitting diode (LED) components reduced profitability for LED manufacturers. At the same time, there has been the emergence of new applications for SSL, which have the potential to create new markets and commercial opportunities for the SSL industry. Assessment of Solid-State Lighting, Phase Two discusses these aspects of changeâ€"highlighting the progress of commercialization and acceptance of SSL and reviewing the technical advances and challenges in achieving higher efficacy for LEDs and organic light-emitting diodes. This report will also discuss the recent trends in SSL manufacturing and opportunities for new applications and describe the role played by the Department of Energy (DOE) Lighting Program in the development of SSL.

Book excerpt: This article demonstrates that the large feed-in tariffs currently guaranteed for solar electricity in Germany constitute a subsidization regime that, if extended to 2020, threatens to reach a level comparable to that of German hard coal production, a notoriously outstanding example of misguided political intervention. Yet, as a consequence of the coexistence of the German Renewable Energy Sources Act (EEG) and the EU Emissions Trading Scheme (ETS), the increased use of renewable energy technologies does not imply any additional emission reductions beyond those already achieved by ETS alone. Similarly disappointing is the net employment balance, which is likely to be negative if one takes into account the opportunity cost of this form of solar photovoltaic support. Along the lines of the International Energy Agency (IEA 2007:77), we therefore recommend the immediate and drastic reduction of the magnitude of the feed-in tariffs granted for solar-based electricity. Ultimately, producing electricity on this basis is among the most expensive greenhouse gas abatement options.
