Book excerpt: The Peter Pan Cleaners property consists of one parcel of approximately 0.16 acres located in a residential and commercial area in Santa Rosa, Sonoma County, California. A dry cleaner has operated at the property since 1966. Tetrachloroethylene was used or stored at the facility until February 2010. The site was investigated for chemicals of concern (COCs) based on the site history. COCs detected in soil, groundwater, surface water, indoor air, and soil gas at concentrations greater than environmental screening levels include tetrachloroethylene, trichloroethylene, cis-1,2,-dichloroethylene, and vinyl chloride. This removal action workplan presents the following removal action alternatives developed for the site: alternative 1, no action; alternative 2, excavation with off-site disposal and in-situ groundwater remediation; alternative 3, institutional controls, in-situ groundwater remediation, floor sealing, and sub-slab depressurization. Each of the removal action alternatives was screened based on effectiveness, implementability, and cost. Based on the comparative analysis, alternative 3 is the preferred and recommended removal action because it is more favorable in terms of overall protection of human health, compliance with applicable or relevant and appropriate requirements and to-be-considered criteria, long-term effectiveness, implementability, and regulatory agency and community acceptance.--Paraphrased from Executive Summary.
