Book excerpt: The Base Closure Act, Public Law 100-526, directs the Secretary of Defense to close and realign all military installations recommended by the Commission on Base Realignment and Closure. As a result of the Commission's recommendations, Lowry Air Force Base, Colorado, will absorb an additional training mission due to the closure of Chanute Air Force Base in Illinois. This Environmental Assessment has been conducted in order to comply with the National Environmental Policy Act (NEPA) of 1969 (Public Law 91-190), which requires Federal agencies to evaluate and disclose the environmental impacts of a proposed Federal action. The EA was prepared in accordance with the Council on Environmental Quality's Regulations for Implementing the Procedural Provisions of NEPA (40 CFR 1500-1508) and Air Force Regulation 19-2, Environmental Impact Analysis Process. Procedural requirements of other pertinent environmental legislation, including the Endangered Species Act, the Fish and Wildlife Coordination Act, and the National Historic Preservation Act, are also addressed and compliance status is documented. Only the effects of the additional mission at Lowry AFB are addressed in this assessment. The effects of the closure of Chanute AFB are being addressed in a separate document. As provided for in the Base Closure Act, the need, purpose, or reason for the realignment does not have to be addressed in the NEPA document. Therefore, the purpose of the action is addressed only to the extent necessary for an understanding of the proposed project. A detailed description of the project is presented in the next section, Alternatives Including the Proposed Action.

Book excerpt: "This Environmental Impact Statement (EIS) analyzes the potential environmental impacts associated with the United States (U.S.) Air Force (USAF) proposed beddown of F-35A aircraft at two of five alternative Air National Guard (ANG) locations. The F-35A would replace the existing F-15, F-16, or A-10 fighter attack aircraft at the two selected installations. This action would involve the beddown of one F-35A squadron consisting of 18 Primary Aircraft Authorized (PAA) with2 Backup Aircraft Inventory(BAI) at each of the two selected locations, thereby establishing two F-35A operational locations. Five alternative ANG locations (Figure ES-1) are being considered for this beddown: [1] 115th Fighter Wing (115 FW) at Dane County Regional Airport, Madison, Wisconsin, [2] 124th Fighter Wing (124 FW) at Boise Air Terminal (Boise Airport), Boise, Idaho, [3] 125th Fighter Wing (125 FW) at Jacksonville International Airport (IAP), Jacksonville, Florida, [4] 127th Wing (127 WG) at Selfridge Air National Guard Base (ANGB), Michigan, [5] 187th Fighter Wing (187 FW) at Montgomery Regional Airport, Montgomery, Alabama The ANG has both federal and state missions. These dual missions result in each guardsman holding membership in the National Guard of his or her state as part of the ANG unit acting in the capacity of a Reserve Component of the USAF. The ANG’s federal mission is to maintain well-trained, well-equipped units available for prompt mobilization during wartime and to provide assistance during national emergencies (such as natural disasters or civil disturbances). During peacetime, the combat-ready units and their support units are assigned to most USAF major commands (MAJCOMs) to carry out missions compatible with training, mobilization readiness, humanitarian and contingency operations. Each of the five alternative ANG F-35A beddown locations evaluated in this EIS have a fighter mission that is assigned to the USAF Air Combat Command (ACC) MAJCOM for their federal missions, and as such they implement a training syllabus associated with ACC."--From executive summary.

Book excerpt: This statement assesses the potential environmental impacts from the proposed relocation of the 37th TFW and other tactical force structure actions at Tonopah Test Range (TTR), Holloman AFB, and Nellis AFB and effected communities. The relocation the 37the Tactical Fighter Wing (TFW) from TTR will result in significant adverse socioeconomic impacts that also result in moderate land-use impacts in the vicinity of Tonopah, Nevada. Significant increases in noise associated with modification of an existing Military Training Route (MTR) in southeastern New Mexico and western Texas are expected under two alternatives while all remaining impacts to Holloman AFB are negligible or beneficial under all three alternatives. Impacts on resources in the vicinity of Nellis AFB are generally negligible under all alternatives with the exception of an adverse increase in Base water-supply demand under the Holloman-Nellis alternative.
