Chris Himsworth analyses the text of the 1985 European Charter of Local Self-Government, traces its historical emergence and explains how it has been applied and interpreted throughout Europe, including the 2014 'Local and regional democracy in the United Kingdom' report published by the Council of Europe in March 2014. Locating the Charter's own history within the broader recent history of the Council of Europe and the European Union, the book closes with an assessment of the Charter's future prospects.

Download or read book Constitutional Principles of Local Self Government in Europe written by Giovanni Boggero and published by BRILL. This book was released on 2017-09-25 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Constitutional Principles of Local Self-Government in Europe Giovanni Boggero offers a meticulous account of the defining features of European constitutional local government law using both an international and comparative law perspective. The book argues that differences between local government systems in Europe, typical examples of internal affairs of a State, can be smoothed away by construing a consistent system of constitutional principles to be coherently applied at domestic level across the whole European legal space. This system can be best grasped by looking at the European Charter of Local Self-Government, which embodies a concept of self-government rooted in common legal traditions, and at its subsequent practice within the Council of Europe.

This book was released on 2006-05-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication brings together the texts adopted by the Congress of Local and Regional Authorities of the Council of Europe. The Congress, a consultative body of the Council of Europe, is made up of two chambers: one representing local authorities, the other the regions. Its aim is to reinforce democratic structures at local and regional level, and in particular to help the newly-emerging democracies in central and eastern Europe. The Congress meets once a year in Strasbourg, and is open to delegations from other European organisations which have consultative status with the Council, as well as to special guests or observers from some countries which are not members of the Organisation. The Congress adopts three different types of texts: recommendations, opinions and resolutions. Recommendations are proposals to the Committee of Ministers, and their application is left up to each member government. Sometimes they are also addressed to other international organisations. Opinions usually refer to questions to the Congress from the Committee of Ministers or the Parliamentary Assembly. The Committee of Ministers and the Parliamentary Assembly consult the Congress on questions which are likely to affect the competence and the basic interests of the local and regional authorities which the Congress represents. Resolutions reflect the décisions that the Congress is authorised to take, or make recommendations to local and/or regional authorities and their associations.

Available in PDF, EPUB and Kindle. Book excerpt: The Council of Europe, of which all European States are members, plays a pivotal role in the promotion and protection of human rights, democracy, and the rule of law in Europe. Bringing together specialist scholars and practitioners, The Council of Europe: Its Laws and Policies offers profound insights into the functioning of the organization. The organization's primary and secondary law, its institutional structure, and its far-reaching fields of activities are comprehensively and systematically analysed. This volume investigates the impact of the Council's activities within the national legal systems of the Member States and the dense web of relationships between the Council of Europe and other international organisations. An important reference work on one of the most influential organizations in Europe, the book concludes that the Council of Europe has played a considerable role in the constitutionalization process of regional public international law.

Download or read book Peacebuilding and Civil Society in Bosnia Herzegovina written by Martina Fischer (historicus) and published by LIT Verlag Münster. This book was released on 2006 with total page 498 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Dayton Accords ended the war in Bosnia-Herzegovina in 1995. The 10th anniversary gives reason to investigate the post-war period, today's realities and future perspectives. Bosnian authors and international experts express their views on recent developments. Insiders and outsiders, working in the conflict and on its transformation, have been invited to tackle the questions: Which conflict lines mark the present society? Did peacebuilding activities address the underlying causes? What are obstacles for conflict transformation? What are the potentials and limits of international support? What does "civil society" mean in Bosnia and how is it related to statebuilding and democratisation? How can people constructively deal with the past in order to design the future in the region of former Yugoslavia? The book gives an overview on an important research focus of the Berghof Research Center, highlighting the work of its most important cooperation partners.
