Simplot Company developing the Proposed Dairy Syncline Mine and Reclamation Plan in southeast Idaho. The Proposed Action includes developing and mining five open pits on two federal mineral leases held by Simplot; modifying one of those leases to accommodate efficient pit development; a USFS land exchange and associated Revised Forest Plan Amendment to apply management prescriptions; a BLM land sale and associated amendment to the BLM approved Resource Management Plan; constructing ancillary facilities including a processing mill, tailings storage facility, support buildings, transmission lines, pipelines, haul roads, and stormwater control structures on private lands or on land administered by the USFS, requiring Special Use Authorizations; backfilling the pits with overburden and in smaller external overburden disposal areas; reclaiming mine disturbances using a protective cover on top of the placed overburden; and topsoiling/reseeding the majority of the overall disturbance. Several alternatives to the Proposed Action are analyzed that include a different access road location, land exchange and land sale options, and a selective overburden handling option. The No Action Alternative is also analyzed and site-specific mitigation measures developed. The Agency Preferred Alternative includes Alternative 3 (Reduced BLM Land Sale), Alternative 5 (Reduced USFS Land Exchange), and Alternative 6 (Selective Handling)
