Traditional approaches to the study of voting and elections often fail to address these questions by ignoring other elections taking place simultaneously. In this groundbreaking book, Stephen Nicholson shows how issue agendas shaped by state ballot propositions prime voting decisions for presidential, gubernatorial, Senate, House, and state legislative races. As a readily accessible source of information, the issues raised by ballot propositions may have a spillover effect on elections and ultimately define the meaning of myriad contests. Nicholson examines issues that appear on the ballot alongside candidates in the form of direct legislation. Found in all fifty states, but most abundant in those states that feature citizen-initiated ballot propositions, direct legislation represents a large and growing source of agenda issues. Looking at direct legislation issues such as abortion, taxes, environmental regulation, the nuclear freeze, illegal immigration, and affirmative action, Nicholson finds that these topics shaped voters' choices of candidates even if the issues were not featured in a particular contest or were not relevant to the job responsibilities of a particular office. He concludes that the agendas established by ballot propositions have a far greater effect in priming voters than is commonly recognized, and indeed, that the strategic use of initiatives and referenda by political elites potentially thwarts the will of the people.

Applying new data and innovative methods, he reports that early voting is bringing new citizens to the polls. Examining four recent elections, he finds that both early in-person and absentee options increase turnout by several points when aggressively implemented by state and local officials. But early voting does come with some side effects. Fullmer cautions that early voting increases down-ballot roll-off, widens racial disparities in voting access, and alters the competitive environment in presidential nomination contests.

Book excerpt: Despite being one of the cornerstone activities of a democracy, not everybody in the United States can, or will, vote. Even those who do turn out to vote may not vote in all races on the ballot. The concept of ballot roll-off (i.e., not completing one's ballot) has received less attention from political scientists than turnout. Roll-off often happens in low-profile elections where voters do not have enough information to decide. Additionally, perhaps this practice is not too surprising given that many voters need to be motivated by someone or something to turn out to the polls. Labor unions are one notable turnout mobilizer. They spend considerable resources socializing and encouraging their members to vote. Since they train their members to be more civically engaged, it raises the question of whether these efforts go beyond merely turnout and translate to voting down-ballot. Using data from the Cooperative Election Study, I found that union members and union household members are not more likely to vote in United States House of Representatives or Senate elections. When testing gubernatorial elections, I found that union members are less likely to vote than non-members.

Book excerpt: During the middle of the nineteenth century, Americans voted in saloons in the most derelict sections of great cities, in hamlets swarming with Union soldiers, or in wooden cabins so isolated that even neighbors had difficulty finding them. Their votes have come down to us as election returns reporting tens of millions of officially sanctioned democratic acts. Neatly arrayed in columns by office, candidate, and party, these returns are routinely interpreted as reflections of the preferences of individual voters and thus seem to unambiguously document the existence of a robust democratic ethos. By carefully examining political activity in and around the polling place, this book suggests some important caveats which must attend this conclusion. These caveats, in turn, help to bridge the interpretive chasm now separating ethno-cultural descriptions of popular politics from political economic analyses of state and national policy-making.

Book excerpt: This dissertation examined legislative candidates’ public communications about Hillary Clinton and Donald Trump during the 2016 presidential election, via three forms of analysis. Specifically, I employed content analysis to examine patterns of state and federal legislative candidate communication on Twitter, with attention to the level of office sought, incumbency status, partisan identity, and candidate gender. I analyzed tweets referencing the presidential nominees from 98 candidates running for legislative office during the election. Second, I conducted semi-structured interviews with candidates for the Washington State Legislature, to examine how candidates constructed discourse about the presidential nominees. Third, I analyzed Republican U.S. senators’ public communication responses to the release of a video showing Trump bragging about sexually assaulting women, a discursive moment that essentially forced lawmakers to react publicly. Together, these analyses indicate important differences in how down-ballot candidates communicate about the nominees at the top of the ticket, and complicate the role of these political actors and communicators. Findings of this work have several important implications for our understanding of legislative candidate communication, and offer insight into an understudied area of American political communication.
