Book excerpt: One essential condition of economic progress in any society is an ample supply of savings, which depends on the growth of real capital. Economists agree that higher investment rates will lead to higher growth. Thus, domestic savings is considered an important determinant of growth in developing countries. However, Ghana has one of the poorest savings performances in the world. There are many reasons for the low savings rates in Ghana. In view of Ghana's aspiration to wean herself 'Beyond Aid', this study aims to provide an understanding of the longrun relationship between variables considered to be important determinant savings in Ghana. We employ time series analyses using data from 1980-2020 to capture the effects of the major policy changes in the financial sector of the history of the country, which are also likely to have implications for private savings. While the empirical analyses provide no compelling evidence of a long-run relationship between private savings and the variables considered, estimates from the short-run analysis suggest that per capita income and money supply have a significant positive relationship with domestic savings. This finding is particularly instructive because it suggests that policy makers must think critically about the kinds of policies and reforms required to boost domestic resource mobilization in the long term.

Book excerpt: This paper assesses empirically the role of public policies in stimulating private savings and investment in sub-Saharan African countries, based on data for the period 1986-92. The main findings of the analysis are as follows: (i) policies effective in stimulating private savings and investment include those that keep the rate of inflation low, reduce macroeconomic uncertainty, promote financial deepening, and lower the external debt burden; (ii) measures that promote structural reforms and reduce the budget deficit (without lowering government investment) help to raise private investment; and (iii) declines in government savings are only partially offset by increases in private savings.

Book excerpt: The analysis of this paper indicates that the unsatisfactory overall economic performance of sub-Saharan African countries during 1986–93 was due to inappropriate policies pursued by a number of countries. The countries that have pursued broadly appropriate adjustment policies have performed much better, achieving positive per capita GDP growth. The analysis is supported with an econometric investigation of the effects of macroeconomic policies, structural reforms, and exogenous factors on economic performance. The results indicate that progress in achieving macroeconomic stability and implementing structural reforms have been conducive to better growth, savings, and private investment.

The important overall indicators of performance, however, mask wide differences among countries. On the whole, countries that effectively implemented comprehensive adjustment and reform programs showed better results. Their experiences demonstrate that an expansion in private saving and investment is key to achieving gains in real per capita GDP. The four papers included in this publication provide a cross country analysis that assesses empirically the role of publlic policies in stimulating private saving and investment in the region in 1986-92 and describe the adjustment experiences of Ghana (1983-91), Senegal (1978-1993), and Uganda (1987-94).

The results indicate that (i) an increase in private investment has a relatively large positive impact on per capita growth; (ii) growth is stimulated by public policies that lower the budget deficit in relation to GDP (without reducing government investment), reduce the rate of inflation, maintain external competitiveness, promote structural reforms, encourage human capital development, and slow population growth; and (iii) convergence of per capita income occurs after controlling for human capital development and public policies.

Book excerpt: The paper uses a unique database covering 44 countries in sub-Saharan Africa (SSA) countries between 2000 and 2007 to study the determinants of the allocation and composition of flows across countries, as well as channels through which private capital flows could affect growth. In our sample, the degree of financial market development is an important determinant of the distribution of capital flows across countries as opposed to property rights institutions. The fairly consistent positive association between net capital flows and growth for SSA countries contrasts with the more pessimistic results of recent studies, though our data do not allow us to make conclusive inferences about a causality relationship.

Book excerpt: The paper reexamines the main private savings determinants in Sub-Saharan Africa (SSA), followed by an analysis of the COVID-19 pandemic impact on private savings in SSA and other country groupings. Using an unbalanced panel data from 1983−2021 for 31 SSA economies, the paper finds that real per capita economic growth remains a key historical determinant of private savings in the region. In contrast with other regions, private saving rates have not increased during COVID-19 in SSA. Instead, COVID-19 deaths in our estimations are significantly associated with a decline in private savings in SSA. Robustness checks and a descriptive analysis of household surveys during the pandemic corroborate those results.
