Available in PDF, EPUB and Kindle. Book excerpt: In this paper we develop techniques for measuring the trade policy equivalent of domestic distortions, using a distance function approach. Our measure, the Trade Restrictiveness Index, is shown to equal the uniform tariff which is welfare-equivalent to a given pattern of domestic taxes and subsidies. We extend the Index to incorporate taxes on non-traded goods and factor markets and illustrate its operationality with an application to liberalization in Mexican agriculture. We conclude that our Index has considerable potential in empirical work and as an aid to trade negotiators.

Book excerpt: The links between trade and growth are examined in a neoclassical model of an open economy in which domestic production requires both domestic and imported inputs. The model shows that trade distortions induced by such government policies as tariffs and exchange controls generate cross-country divergences in growth rates and in per capita income over a long transitional period. The empirical results confirm that tariff rates and black market premia, interacting with an estimate of the share of free trade imports, have significant negative effects on the growth rate of per capita income across countries in the orders of magnitude predicted by the model.

Direct quantitative restrictions on international trade have become particularly widespread. Such nontariff barriers often have very different effects from tariffs and require careful analysis in their own right. This book presents a systematic overview of the modern theory of trade protection. The material in the book divides naturally into four sections. The first section covers trade restrictions in competitive markets, the second trade restrictions and imperfect competition, the third the political economy of trade protection, and the fourth the theory of policy reform. They are increasingly viewed as a key source of distortions to trade and investment flows and, while important initial steps have been made to bring them under international control, most governments view these efforts as an intrusion into their national sovereignty, and sharp differences remain concerning the nature and legitimacy of various subsidy practices. This book seeks to explain and analyze both the concepts underlying the subsidy problem and the most important of the issues involved. It discusses the various standards used to determine the existence and impact of subsidies in both agricultural and industrial trade, focusing in particular on the highly contentious problems of export credits, tax incentives, and the treatment of developing countries. One section of the book covers domestic subsidies, defining and relating them to international trade and offering proposals on how to deal with them constructively. The book concludes with a series of proposals for improving the ability of the international trading system to deal with problems posed by subsidies. These include more extensive (and perhaps altered) use of countervailing duties, the new concept of countervailing subsidies, and other possible means of handling third country markets. Changes in the existing international regime and in domestic legal structures are recommended to limit the adverse economic and political effects of subsidy practices. Gary Clyde Hufbauer is a Senior Fellow at the Institute and former Deputy Assistant Secretary of the Treasury for Trade and Investment Policy.
