The report updates all indicators as of June 1, 2014, ranks economies on their overall 'ease of doing business,' and analyzes reforms to business regulation identifying which economies are strengthening their business environment the most. Doing Business illustrates how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. It is a flagship product produced in partnership by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies have used the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 2,000 articles in peer-reviewed academic journals since its inception.

Book excerpt: This 2015 Article IV Consultation highlights that Myanmar’s economic growth remains strong, but macroeconomic imbalances have increased significantly over the past year. Real GDP growth for FY2014/15 (April–March) is estimated to have reached 8.5 percent. The fiscal deficit increased to 3 percent of GDP in FY2014/15, while credit to the private sector continued to grow strongly at 35 percent (year over year) in March, albeit lower than in FY2013/14. The current account deficit widened to more than 6 percent of GDP, largely reflecting a rapidly rising trade deficit. The Myanmar economy is set for strong growth in 2015 amid signs of overheating. The economy is expected to grow by 8.5 percent, reflecting strong growth momentum and expansionary macroeconomic policies.

Book excerpt: Thailand stands out in international comparison as a country with a high dispersion of productivity across sectors. It has especially low labor productivity in agriculture—a sector that employs a much larger share of the population than is typical for a country at Thailand’s level of income. This suggests large potential productivity gains from labor reallocation across sectors, but that process—which made a significant contribution to Thailand’s growth in the past—appears to have stalled lately. This paper establishes these facts and applies a simple model to discuss possible explanations. The reasons include a gap between the skills possessed by rural workers and those required in the modern sectors; the government’s price support programs for several agricultural commodities, particularly rice; and the uniform minimum wage. At the same time, agriculture plays a useful social and economic role as the employer of last resort. The paper makes a number of policy recommendations aimed at facilitating structural transformation in the Thai economy.

Book excerpt: The past few decades have witnessed a proliferation of economic sanctions, yet there seem to be few examples of sanctions meeting sender states’ goals. Under what conditions do sanctions fail to change the behavior of so-called international “pariah states,” countries who violate various international norms? This book examines the impact of economic sanctions on target states’ trading relationships through social network analysis, a method that has rarely been applied to the study of sanctions. Drawing on UN Comtrade data, Trading with Pariahs: Trade Networks and the Failure of Economic Sanctions shows that the imposition of sanctions can drastically change some states’ trading networks, as states either find new trading partners (in the case of North Korea) or feel the sting of the sanctions from key trading partners (like Iran). Trading networks (such as Myanmar’s) remain relatively stable over time as key trading partners refuse to impose sanctions. Through the theory of weaponized interdependence, Keith A. Preble and Charmaine N. Willis argue that the success or failure of sanctions to change target states’ behavior depends on who imposes the sanctions. Sanctions imposed by the “right” sender states can be successful but also cannot rely solely on policies of isolation to achieve the goals of the sanctions.
