Book excerpt: This study examines the Allied evacuation of 130,000 men, nearly 10,000 animals, and huge quantities of weapons and equipment from the Gallipoli Peninsula in 1915. A synopsis of the eight months preceding the evacuation illustrates the myriad problems facing the Allies during the ill-fated campaign to secure the Dardanelles straits. The study analyzes the decision to evacuate and the subsequent planning, preparation, and execution of the amphibious withdrawal. The Allies were able to conduct the withdrawal with no lives lost from enemy action and no man left behind. The study concludes that the successful evacuation of the Anzac, Suvla, and Helles beachheads was the result of close coordination, tactical ingenuity, disciplined troops, bold leadership, and good fortune: qualities essential to any amphibious operation. Though there is much to be learned from the Allied failures on the Gallipoli peninsula, so is there equally much to be learned from the brilliant success of its evacuation.

General Sir John Monash remains one of the most highly regarded officers to have emerged from the First World War. While his extraordinary achievements have already been documented, this study will provide greater detail on how a 49-year-old, newly promoted militia Colonel would, within the next five years, attain the highest operational command available to an Australian on the Western Front: command of the Australian Corps. General Monash was appointed command of the Australian Corps, yet he was not a product of the Australian or Imperial military education system, as were his professional military colleagues. He could be considered a Civil Engineer with a military hobby. This study will identify the sources of General Monash's leadership style and method of command, assess whether he really accelerated the conclusion of the First World War through his innovative tactics, and determine whether his leadership style and method of command provide a relevant example to contemporary commanders.

Book excerpt: This monograph begins with a case study that provides a means for analyzing the complexity of organizational leadership in the contemporary security environment. As such, it presents a high stakes problem-set that required an operational adaptation by a cavalry squadron conducting combat operations in Baghdad. This problematic reality triggered the struggle to find a creative response to a very deadly problem, while cultural norms served as barriers that prevented the rejection of previously accepted solutions that had proven successful in the past, even though those successful solutions no longer fit in the context of the reality of the present. The case study highlights leaders who were constrained by deeply-held assumptions that inhibited their ability to adapt quickly to a changed environment. The case study then moves on to provide an example of a successful application of adaptive leadership and adaptive work that was performed by the organization after a period of reflection and the willingness to experiment and assume risk. The case study serves as a microcosm of the challenges facing the U.S. Army, and the corresponding leadership framework presented in this monograph can be used as a model for the Army as it attempts to move forward in its effort to make adaptation an institutional imperative. The paper presents a more holistic approach to leadership where the leader transcends that of simply being an authority figure and becomes a real leader who provides a safe and creative learning environment where the organization can tackle and solve adaptive challenges. The paper concludes by recommending that U.S. Army leaders apply Harvard Professor Dean Williams's theory to the challenges confronting the Army's leader development process thereby fostering a culture of adaptive leaders.

A detailed analysis of Patton's tactical accomplishments is not contained herein. Nor is a study of his pre-Third Army actions conducted. There are more than enough volumes that describe all of those impressive actions. Further, this paper will not delve into the controversial actions that colored Patton's career; there are even more volumes addressing those topics. Rather, an analysis of applicable aspects of Patton's tenure as the Commander, U.S. Third Army as pertinent to the concept of operational leadership will be conducted with the purpose being to provide somewhat of a blueprint from which those vying for command at the operational level may draw critical lessons.

McGrath leads the reader through case studies beginning with Alexander the Great leading up to the recent war in Iraq. Among others, he analyzes Napoleon's technique, French and British practices in World War I, the German experience with "Blitzkreig" in World War II, and the Soviet approach to battle command. McGrath also extends his historical analysis to the present day by presenting a description of battle command theory in the "Modular Army" and the Information Age. Through it all, he finds that the key to successful command in battle, particularly in mobile operations, is found in the successful interplay between technology and personal technique. Unlike some pundits today, McGrath does not conclude that information age technology is likely to shift the balance between these poles in favor of technology dependence. The commander's personal sense of where to be on the battlefield, where to locate and how to use his headquarters staffs, and how to communicate with his subordinates have been-and remain today-crucial elements of successful battle command. A 21st century commander has use of technology beyond the comprehension of an Alexander, a Napoleon, or a Guderian; but he will continue to grapple with the same issues of personal presence and technique that they mastered so well. Crossing the Line of Departure brings to the fore insights, trends, and leadership qualities needed for successful battle command. While possessing knowledge of these traits does not guarantee success on the battlefield, their absence will almost assuredly bring defeat. We at the Combat Studies Institute believe that McGrath's monograph, by casting light on the art and science of battle command through the ages, will be a useful tool for commanders and staffs as they prepare for future operations.

Cox reminds us of what we often know intuitively but often for- get intellectually: that success has many fathers, including personal luck and fortuitous circumstance. Airpower Leadership on the Front Line pulls no punches regarding Brett's limitations, but it also acknowledges broader factors at play in his career. In the end, Cox delineates those factors that make for successful leaders; and, more importantly, suggests which among those variables are within a person's control and hence worthy of attention and energy. As much as studies of commanders who grabbed the brass ring, this examination of George H. Brett adds Insight into the makings of effective leadership and successful command.

Book excerpt: This book examines the role of the international community in the handover of the Dutch colony of West Papua/Irian Jaya to Indonesia in the 1960s and questions whether or not the West Papuan people ever genuinely exercised the right to self-determination guaranteed to them in the UN-brokered Dutch/Indonesian agreement of 1962. Indonesian, Dutch, US, Soviet, Australian and British involvement is discussed, but particular emphasis is given to the central part played by the United Nations in the implementation of this agreement. As guarantor, the UN temporarily took over the territory's administration from the Dutch before transferring control to Indonesia in 1963. After five years of Indonesian rule, a UN team returned to West Papua to monitor and endorse a controversial act of self-determination that resulted in a unanimous vote by 1022 Papuan 'representatives' to reject independence. Despite this, the issue is still very much alive today as a crisis-hit Indonesia faces continued armed rebellion and growing calls for freedom in West Papua.
