Book The Incidence of the Costs of Compliance with Government Regulation

Download or read book The Incidence of the Costs of Compliance with Government Regulation written by Jeffrey Ian Bernstein and published by . This book was released on 1980 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Our study is addressed to the question of how the costs of compliance with regulation are distributed among the population. Essentially our study attempts to answer the question: What can be said about the distribution of benefits and costs of regulation?...Why should we be interested in the distribution of the costs of regulation? One reason is simply to emphaisze that regulation is not a neutral exercise. There are beneficiaries and "victims", gainers and losers. Even if there is a net social benefit from a regulatory regime costs are imposed on someone....To the extent regulation is effective, the protected can be deemed the beneficiaries and those whose actions are proscribed are losers. If we find scarce resources are used up in the regulatory process, there is an added cost to society in the form of reduced final output and higher prices, although the quality of the output or the environment in which the output is consumed may "improve" in sone sense.

Book Does Regulation Affect Economic Outcomes

Download or read book Does Regulation Affect Economic Outcomes written by Morris M. Kleiner and published by . This book was released on 1997 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examines the role of variations in occupational licensing policies and practices in improving the outputs of services provided to consumers, and the effect of restrictive regulations on the prices of certain services. Theory suggests that more restrictive licensing may raise prices, but that it may also raise demand by reducing uncertainty about the competency of the services. This paper uses unique data on the dental health of incoming Air Force personnel to empirically analyze the effects of varying licensing stringency among the states. We find that tougher licensing does not lead to improved outputs, but does raise prices. Our results cast doubt on the principal public interest argument in favor of the impact of more strenuous licensing practices of the more restrictive states.

Available in PDF, EPUB and Kindle. Book excerpt: A thoroughly revised and updated edition of the leading textbook on government and business policy, presenting the key principles underlying sound regulatory and antitrust policy. Regulation and antitrust are key elements of government policy. This new edition of the leading textbook on government and business policy explains how the latest theoretical and empirical economic tools can be employed to analyze pressing regulatory and antitrust issues. The book departs from the common emphasis on institutions, focusing instead on the relevant underlying economic issues, using state-of-the-art analysis to assess the appropriate design of regulatory and antitrust policy. Extensive case studies illustrate fundamental principles and provide insight on key issues in regulation and antitrust policy. This fifth edition has been thoroughly revised and updated, reflecting both the latest developments in economic analysis and recent economic events. The text examines regulatory practices through the end of the Obama and beginning of the Trump administrations. New material includes coverage of global competition and the activities of the European Commission; recent mergers, including Comcast-NBC Universal; antitrust in the new economy, including investigations into Microsoft and Google; the financial crisis of 2007–2008 and the Dodd-Frank Act; the FDA approval process; climate change policies; and behavioral economics as a tool for designing regulatory strategies.

Book Incentive Regulation of Prices When Costs are Sunk

Download or read book Incentive Regulation of Prices When Costs are Sunk written by Lewis T. Evans and published by . This book was released on 2006 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: We present a model featuring irreversible investment, economies of scale, uncertain future demand and capital prices, and a regulator who sets the firm's output price according to the cost structure of a hypothetical replacement firm. We show that a replacement firm has a fundamental cost advantage over the regulated firm: it can better exploit the economies of scale because it has not had to confront the historical uncertainties faced by the regulated firm. We show that setting prices so low that a replacement firm is just willing to participate is insufficient to allow the regulated firm to expect to break even whenever it has to invest. Thus, unless the regulator is willing to incur costly monitoring to ensure the firm invests, revenue must be allowed in excess of that required for a replacement firm to participate. This contrasts with much of the existing literature which argues that the market value of a regulated firm should equal the cost of replacing its existing assets. We also obtain a closed-form solution for the regulated firm's output price when this price is set at discrete intervals. In contrast to rate of return regulation, we find that resetting the regulated price more frequently can increase the risk faced by the firm's owners, and that this is reflected in a higher output price and a higher weighted-average cost of capital.
