DOD is responsible for general oversight of privatized housing projects. However, private-sector developers are responsible for the construction, renovation, maintenance, and repair of about 99 percent of military housing in the United States. Recent reports of hazards, such as mold and pest infestation, have raised questions about DOD’s oversight of privatized military housing. This report assesses, among other things, the extent to which OSD and the military departments (1) conduct oversight of privatized housing and (2) have developed and implemented initiatives to improve privatized housing. GAO is making 12 recommendations, including that DOD take steps to improve housing condition oversight, performance indicators, maintenance data, and resident satisfaction reporting as well as to assess the risk of the initiatives on project finances.

Book excerpt: In response to challenges the Department of Defense (DOD) was facing to repair, renovate, and construct military family housing, Congress enacted the Military Housing Privatization Initiative in 1996. The initiative enables DOD to leverage private sector resources to construct or renovate family housing. As of March 2009, DOD had awarded 94 projects and attracted over $22 billion in private financing. DOD plans to privatize 98 percent of its domestic family housing through 2012. Since GAO's last housing privatization report in 2006, major force structure initiatives have placed new demands on DOD for housing. GAO was asked to assess (1) the progress of DOD's housing privatization program, (2) the occupancy rates of the housing projects, (3) the impact of various force structure initiatives and DOD's efforts to mitigate any challenges, and (4) the effect of financial market turmoil on some projects. To perform this work, GAO visited 13 installations with privatization projects; analyzed project performance data; and interviewed DOD officials, real estate consultants, and private developers. GAO recommends that DOD provide more current information on investment caps and the impact of the current financial market on projects in its semiannual report to Congress.

Book excerpt: "Data on Service member's housing costs are collected for four primary purposes: to determine the eligibility for basic allowance for quarters payments; to determine the eligibility for, and amount of, variable housing allowances or overseas housing allowance payments; to determine housing deficits at military installations; and to calculate the appropriate variable housing allowance ceilings for an installation. We identified 14 different data collection forms now being used by DoD and the Military Services. The information on those forms is required for the four major purposes and clearly overlaps. It is collected from Service members several times; in fact, the military spends more than 2 million manhours annually on filling out and processing forms - just for housing and allowances. We found that much of the data collected are redundant, some are unnecessary, and some are readily available from other sources collecting the same data using different methods and agents can result in inconsistent and erroneous analyses. The Finance Office should be the primary sponsor of the form and the data. DoD could realize additional savings by integrating the data collection process into a single automated system. --Stinet

According to DOD, completing this work at current funding levels and using traditional military construction methods would take 30 years and cost about $16 billion. To improve housing more economically and faster than could be achieved if only traditional military construction funds were used, the Congress enacted legislation at DOD's request authorizing a 5-year pilot program, termed the Military Housing Privatization initiative, to allow private sector financing, ownership, operation, and maintenance of military housing. Under the program, starting in 1996, DOD can provide direct loans, loan guarantees, and other incentives to encourage private developers to construct and operate housing either on or off military installations. Servicemembers, in turn, use their housing allowance to pay rent and utilities to live in the privatized housing. Although there can be exceptions, DOD's position is that the government's estimated total costs for a privatization project should be equal to or less than the total costs for the same project financed by military construction funding. To estimate and compare these costs as part of a project's approval process prior to solicitation, the services perform a life-cycle cost analysis. In response to a congressional mandate,1 GAO addressed the following questions: (1) What is the status of the housing privatization initiative? (2) What is the accuracy of the services' life-cycle cost analyses that compare the cost of proposed privatization projects to comparable projects financed through military construction funds? (3) What progress is DOD making in coordinating and integrating the initiative with other family housing programs?

Book excerpt: Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) methodology for determining whether build-to-lease and rental-guarantee housing projects are cost-effective when compared to traditional military housing, where the government builds and owns the housing project. GAO also determined the status of the 801 project, where the government leases a project from a private developer, and the 802 project, where the government guarantees up to 97-percent occupancy of privately owned rental housing. GAO found that: (1) the services have complied with the laws authorizing 801 and 802 projects; (2) it could not compare the quality of 801 and 802 housing projects with those built under traditional military construction due to the stage of the projects at the time of its review, the lack of comparable housing units, and the subjective nature of quality determinations; (3) DOD officials believe that the quality of 801 units would be equal to that of traditional military construction; however, 802 units would be adequate but not as good as 801 or traditional military housing units since less money is used to construct the 802 units; (4) although Congress received information showing that the 801 and 802 projects were less costly than the services' estimate, the information may not be an adequate basis for approving an 801 or 802 project, due to the uncertainty about the quality of leased housing and the maximum allowable cost that DOD sets to ensure that all successful 801 and 802 bids are less costly than the military construction alternative; and (5) more information is needed to determine whether leasing is more cost-effective than traditional military construction methods.
