Book excerpt: Excerpt from Documents Relating to the Program of the First Hague Peace Conference The Netherland Government in 1899, at the time of the assembling of the First Peace Conference at The Hague, prepared and laid before that conference a collection of official documents and extracts from writers of authority relating to the various questions which had been proposed for discussion by the Russian Government. This collection, as published, is entitled Actes et documents relatifs au programme de la conference de la paix publits d'ordre du gouvernement par Jhr. van Daehne van Varick (The Hague, Martinus Nijhoff, 1899). An English translation of the volume is contained in the present pamphlet issued by the Division of International Law of the Carnegie Endowment for International Peace, in pursuance of the policy of the Trustees to disseminate information of this nature and of the specific direction of the Executive Committee in regard to the above-mentioned documents. The first part of the volume relates to the subject of the limitation of armaments, and has heretofore been issued by the Division in English translation as No. 22 of this Pamphlet Series, the supply of which has been exhausted. The footnotes of the original have been enlarged by adding biographical and bibliographical data. It will be observed that the Rush-Bagot Agreement between Great Britain and the United States for the limitation of armament upon the Great Lakes of North America was not included among the documents submitted by the Netherland Government to the Hague Peace Conference. As the present publication consists solely of the documents laid before the Conference, it was not deemed advisable to insert it in the text. Inasmuch, however, as one of the documents included in the collection refers to the Agreement, it is, for the sake ot completeness, added in the form of an appendix. The reader interested in the Agreement will find it most conveniently perhaps in the second of the present series of pamphlets, entitled Limitation of Armament on the Great Lakes, being the report made under date of December 7, 1892, by the Honorable John W. Encompassing Japan, the People’s Republic of China, and North and South Korea, the region has undoubtedly acquired a greater global geopolitical and economic significance in recent years. Now home to two of the three largest economies in the world, with the exception of North Korea, all of the countries in the region experienced rapid economic development which has resulted in Northeast Asia accounting for one-fifth of world production, one-sixth of world trade, and one-half of the world’s foreign currency reserves. This great economic dynamism is complemented by the tremendous political forces that animate the region, such as China’s ascendency to a global power challenging the United States and the European Union, tensions over nuclear weapons on the Korean peninsula, and Japan’s desire to validate itself as a legitimate international force with a permanent seat on the UN Security Council. All of these modern issues faced by the region are matters of international law. Northeast Asian Perspectives on International Law: Contemporary Issues and Challenges contends that international law is not only poised to take a bigger role in bringing about a resolution to these questions, but international lawyers of the region are working to bring about greater regional cooperation and integration as seen in other regions in the world.
