Book excerpt: "This monograph analyzes the role of civil society in the massive political mobilization and upheavals of 2006 in Nepal that swept away King Gyanendra's direct rule and dramatically altered the structure and character of the Nepali state and politics. Although the opposition had become successful due to a strategic alliance between the seven parliamentary parties and the Maoist rebels, civil society was catapulted into prominence during the historic protests as a result of national and international activities in opposition to the king's government. This process offers new insights into the role of civil society in the developing world. By focusing on the momentous events of the nineteen-day general strike from April 6-24, 2006, that brought down the 400-year-old Nepali royal dynasty, the study highlights the implications of civil society action within the larger political arena involving conventional actors such as political parties, trade unions, armed revels, and foreign actors. he detailed examination of civil society's involvement in Nepali regime change sheds light on four important themes in the study of civil society. The first relates to a clear distinction between civil society as a spontaneous philosophical and associational form in the West and its mimetic articulation in the developing. The second addresses the nature of the relationship between civil society and political society and the way the former generates its moral authority and efficacy based on claims to universal reason, knowledge, and techniques of polymorphous power. The third theme explores the connection between the ideological and material basis of civil society and distinguishes between its autonomous Western origin and the recent growth in the developing world. Finally, civil society is examined in the international area: the example of Nepal reveals ways in which civil societies in the developing world are burgeoning as alternative policy instruments in interstate relations"--P. Book excerpt: World Literature for the Wretched of the Earth recovers a genealogy of anticolonial thought that advocated collective inexpertise, unknowing, and unrecognizability. Early-twentieth-century anticolonial thinkers endeavored to imagine a world emancipated from colonial rule, but it was a world they knew they would likely not live to see. Written in exile, in abjection, or in the face of death, anticolonial thought could not afford to base its politics on the hope of eventual success, mastery, or national sovereignty. J. Daniel Elam shows how anticolonial thinkers theorized inconsequential practices of egalitarianism in the service of an impossibility: a world without colonialism. Framed by a suggestive reading of the surprising affinities between Frantz Fanon’s political writings and Erich Auerbach’s philological project, World Literature for the Wretched of the Earth foregrounds anticolonial theories of reading and critique in the writing of Lala Har Dayal, B. R. Ambedkar, M. K. Gandhi, and Bhagat Singh. These anticolonial activists theorized reading not as a way to cultivate mastery and expertise but as a way, rather, to disavow mastery altogether. To become or remain an inexpert reader, divesting oneself of authorial claims, was to fundamentally challenge the logic of the British Empire and European fascism, which prized self-mastery, authority, and national sovereignty. Bringing together the histories of comparative literature and anticolonial thought, Elam demonstrates how these early-twentieth-century theories of reading force us to reconsider the commitments of humanistic critique and egalitarian politics in the still-colonial present.

The Five Principles of Peaceful Coexistence mutual respect for territorial integrity and sovereignty; nonaggression; noninterference; equality and mutual benefit; and peaceful coexistence live at the heart of Chinese foreign policy and set the parameters for international action. In this model of state-to-state relations, the practices of extensive diplomatic communication, mutual benefit, and restraint in domestic affairs become crucial to achieving national security and global stability.

What did the Goodrich family "possess" which made them so unique? A belief in the power of knowledge, the importance of education, and a strong work ethic combined to imbue the Goodrich family with a distinctive sense of civic duty. James Goodrich served as governor of Indiana from 1917 to 1921 and as adviser to Presidents Warren G. Harding, Calvin Coolidge, and Herbert Hoover. During his eulogy of James Goodrich, the Reverend Gustav Papperman explained, "The Governor felt that he had been given talents that were a trust, that he was to administer them faithfully. . . ." According to author Dane Starbuck, "Education was a large part of the Goodriches' work ethos. . . . The family viewed education as a process by virtue of which the individual remained informed, made better business decisions, learned the importance of citizenship, and was given an opportunity for individual self-improvement. Therefore, work and education became the centerpieces of the Goodrich family's ethical and practical life." In later years, Pierre Goodrich, successful businessman and entrepreneur, would set aside a portion of his estate to found Liberty Fund because he believed that the principles of liberty on which our nation was founded need to be constantly kept before the public.

Book excerpt: The PRC is engaged in political warfare against most countries of the world. This is an aggressive brand of total war that integrates all aspects of PRC national power into its political warfare campaigns. Open societies normally lack government understanding and response to the political warfare threat, therefore typically establishing weak applicable laws and policies to combat it. Consequently, those nations lack national counterpolitical warfare policies, strategies, organizations, and resources. Worse, as many countries do not realize that they are under attack or are in denial of that fact, they are unwilling and or unable to effectively respond. Most countries lost the ability to recognize and combat political warfare nearly three decades ago after the end of the Cold War. The United States, which has historically provided national security focus and resources for its global network of allies and coalition partners, does not teach about PRC political warfare at either the Foreign Service Institute or the Defense Information School, premier institutions where diplomats and military officers prepare to compete on the information battlefield. Further, there are no systematic courses at its National Defense University or various war colleges. Other countries face similar challenges. Democracies are particularly vulnerable to political warfare because they lack the necessary education about the threat, and because the open nature of free societies offers numerous pathways for the PRC to engage in influence and coercion operations. Many authoritarian nations choose to ignore PRC political warfare in their own countries, obtaining validation for their dictatorships from the PRC’s totalitarian rule or fearing they may anger the Chinese Communist Party if they confront it. In order to effectively combat the PRC political warfare threat, democracies must refocus their national security cultures and initiate new governmental and public education programs.
