Book excerpt: Worldwide, in Africa and in South Africa, the importance of the doctorate has increased disproportionately in relation to its share of the overall graduate output over the past decade. This heightened attention has not only been concerned with the traditional role of the PhD, namely the provision of future academics; rather, it has focused on the increasingly important role that higher education - and, particularly, high-level skills - is perceived to play in national development and the knowledge economy. This book is unique in the area of research into doctoral studies because it draws on a large number of studies conducted by the Centre of Higher Education Trust (CHET) and the Centre for Research on Evaluation, Science and Technology (CREST), as well as on studies from the rest of Africa and the world. In addition to the historical studies, new quantitative and qualitative research was undertaken to produce the evidence base for the analyses presented in the book. The findings presented in Doctoral Education in South Africa pose anew at least six tough policy questions that the country has struggled with since 1994, and continues to struggle with, if it wishes to gear up the system to meet the target of 5 000 new doctorates a year by 2030. Discourses framed around the single imperatives of growth, efficiency, transformation or quality will not, however, generate the kind of policy discourses required to resolve these tough policy questions effectively. What is needed is a change in approach that accommodates multiple imperatives and allows for these to be addressed simultaneously.

Given South Africa’s positioning, the contributors in this volume argue that the government, donors, universities, and faculty have a socio-legal duty to ensure that doctoral programs in the humanities and social sciences are not offered to amass numbers of African graduates but are grounded on equipping students with both hard and soft skills necessary to succeed. This is achieved by offering skills training and research apprenticeships fostered in communities of practice because, as the contributors show, the humanities and social sciences are the backbone of society. Furthermore, they argue that treating doctoral candidates as equal partners is emancipatory because intellectual projects are best nurtured through collaborative learning.

With the prevalence of knowledge economy discourse, national governments in Africa and their development partners have increasingly aligned higher education with poverty reduction plans and strategies. Research capacity has become a critical development issue; and widening participation to doctoral education is seen as an instrument for enhancing this capacity. Against this backdrop, this paper presents a review of emerging initiatives and policies that have some bearing on the PhD in select sub-Saharan African nations, namely Ethiopia, Ghana and South Africa. The findings show a shared optimism about the economic value of higher education, and explicate divergences and convergences in the framing of problems and policy responses related to doctoral education across the three nations. In the conclusion we reflect on challenges and policy omissions in the pursuit of the African PhD.

African-identifying females account for 30% of doctoral graduates in sub-Saharan African countries, even when PhD education is viewed as an entry into academia and a gateway to careers in research and other disciplines. There is a paucity of research regarding PhD graduates who are specifically women in Africa; as a result, there is little information about their attributes to success in PhD studies, what opportunities and freedoms they have, and what challenges they face during their PhD journey, along with their motivation to overcome these challenges so that they can achieve their goals. It is essential for women in Africa to complete their PhD education to contribute to the development of their countries as some scholars believe no nation can grow without women’s participation. Thus, modern civilisation is the result of males and females cooperating in modern society. Even though some women complete their PhD studies, there is scant research on what strategies enabled their success. Instead, the reasons for their attrition are known. This book aims to contribute to PhD education scholarship, specifically for women in Africa. It allows women in Africa to narrate their PhD experiences through resilience theory and the capabilities approach lenses..
