Book excerpt: Funding Texas schools and the effect those finances have had on student achievement has been the center of many recent debates. Since the Gilmer-Aiken Act of 1949, which established the basis for the Foundation School Program, Texas has struggled with equity issues associated with school funding. State funding criteria as defined by Chapter 41 and Chapter 42 of the Texas Education Code, also referred to as the Robin Hood system, allowed for a redistribution of tax funds between property wealthy and property poor school districts. Superintendents faced with changes in a district’s financial status have found themselves exploring alternative ways to provide the services and guidance that the district needed to align with the goals and admonishments of the school board. The purpose of this study was to determine the strategies that Superintendents and Chief Financial Officers believe they utilized to ensure district financial stability in today’s changing economic designations. This qualitative study used interviews with six Superintendents and two Chief Financial Officers in eight districts, selected purposively to represent property wealth designated districts within the Eagle Ford Shale boundaries of South Central Texas. Face to face interviews were used to gather information about the strategies Superintendents and Chief Financial Officers believe contributed to district financial stability and described their experiences in regard to sudden property wealth conditions. The study design allowed participants the opportunity to verbalize their current views and beliefs on what strategies contributed to financial stability. The following themes emerged from the data: (a) Participants believed tax ratification elections and bonds were effective methods to keep locally generated funds from state recapture, (b) Participants believed monitoring and fiscal responsibility were necessary when faced with sudden wealth to maintain financial stability, and (c) Participants believed their community expectations sought no district financial status or practice change and renewed objection to state recapture. Outliers, relevant to the study were also included. Data collected from the eight participants indicated an awareness of their financial responsibilities and implications associated with sudden wealth. Varied methodologies were used to ensure financial stability despite the fact all districts were Chapter 41 and utilized multiple approaches. Notwithstanding the methodology used, the consequences and debt of their approaches inevitably reverts to the taxpayer.

Book excerpt: Over the past 30 years our public school system has received an unprecedented amount of attention as this concerns methods of school reform and policy strategies for bringing about this reform. During the 1980s the emphasis of school reform was on transparency through school-community partnerships. Business and philanthropy, for example, became involved with issues of schooling that was unheard of prior to this period. The 1980s also gave rise to issues of school finance and student performance that went beyond traditional views that tended to focus on finance “adequacy” to views that focused more on school finance arrangements that would lead to actual “equitable outcomes” in student performance. The 1990s witnessed the emergence of the comprehensive school reform movement whereby curriculum outsourcing occurred at rates that had never occurred before. With this movement, the role of teachers and school leaders in the creation of school curriculum diminished as school districts increasingly purchased vendor-related curriculum packages, which included teacher and leader training modules and methods of curriculum assessment. On the heels of the increasing tendency of school districts to outsource school curriculum to curriculum-vendors came a rise in demands for school accountability and school outcomes. This was particularly evident with the passage of No Child Left Behind Act (NCLB) (2001). NCLB was also developed within a political context that called for demands in the academic improvement of schools and school districts that housed historically disenfranchised students. These demands were particularly important as the nation experienced and continues to experience dramatic increases in student racial and ethnic diversity. This volume, entitled, Leading Schools in Challenging Times: Eye to the Future, discusses varying types of school leadership in the context of key topics that have been at the center of on-going school reform in the United States. Book excerpt: School district reorganization is a phenomenon that communities and boards of education have been forced to consider many times throughout the history of public education in New York State and across the nation. The current state aid formula employed by New York State todistribute education aid to school districts disadvantages the neediest school districts in the state, leaving those communities without the necessary resources to prepare students for college and careers in the 21st century (Timbs, 2013). Coupled with the fact that many school districts across the state have tapped into their available reserves, many school districts are on the vergeof financial and educational insolvency (The Council of State Superintendents, 2012). Participants in this study were comprised of five New YorkState school district leadership teams consisting of a superintendent, business official, and a board member that experienced failed school district reorganization efforts during the calendar year 2012. This study addressed what the effects of choosing not to reorganize have been, and what the future holds for those districts. This qualitative research has the potential to inform the field in terms of the decisions that school districts are making as a result of failed efforts, as well as the potentialto influence state policy and law makers to generate alternatives to what current law. Findings showed that school districts facing declining enrollment, dwindling resources, and diminishing resources in New York State have little choice but to consider school district reorganization as a viable alternative under current law. As a result of the findings, it is recommended that New York State statutes and regulations regarding school district reorganization be overhauled to reflect the demographic and economic realities of the 21st century in New York State and to promote equity for all students in the state.
