Book excerpt: The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is under construction near Richmond, Kentucky, two dispose of one of the two remaining stockpiles of chemical munitions in the United States. The stockpile that BGCAPP will dispose of is stored at the Blue Grass Army Depot (BGAD). BGCAPP is a tenant activity on BGAD. The stockpile stored at BGAD consists of mustard agent loaded in projectiles, and the nerve agents GB and VX loaded into projectiles and M55 rockets. BGCAPP will process the rockets by cutting them, still in their shipping and firing tube (SFT), between the warhead and motor sections of the rocket. The warhead will be processed through BGCAPP. The separated rocket motors that have been monitored for chemical agent and cleared for transportation outside of BGCAPP, the subject of this report, will be disposed of outside of BGCAPP. Any motors found to be contaminated with chemical agent will be processed through BGCAPP and are not addressed in this report. Disposal Options for the Rocket Motors From Nerve Agent Rockets Stored at Blue Grass Army Depot addresses safety in handling the separated rocket motors with special attention to the electrical ignition system, the need for adequate storage space for the motors in order to maintain the planned disposal rate at BGCAPP, thermal and chemical disposal technologies, and on-site and off-site disposal options. On-site is defined as disposal on BGAD, and off-site is defined as disposal by a commercial or government facility outside of BGAD.

Book excerpt: For the last two decades, the United States has been destroying its entire stockpile of chemical agents. At the facilities where these agents are being destroyed, effluent gas streams pass through large activated carbon filters before venting to ensure that any residual trace vapors of chemical agents and other pollutants do not escape into the atmosphere in exceedance of regulatory limits. All the carbon will have to be disposed of for final closure of these facilities to take place. In March 2008, the Chemical Materials Agency asked the National Research Council to study, evaluate, and recommend the best methods for proper and safe disposal of the used carbon from the operational disposal facilities. This volume examines various approaches to handling carbon waste streams from the four operating chemical agent disposal facilities. The approaches that will be used at each facility will ultimately be chosen bearing in mind local regulatory practices, facility design and operations, and the characteristics of agent inventories, along with other factors such as public involvement regarding facility operations.

Book excerpt: The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.

The Army must ensure that the chemical demilitarization workforce is protected from the risks of exposure to hazardous chemicals during disposal operations and during and after facility closure. Good industrial practices developed in the chemical and nuclear energy industries and other operations that involve the processing of hazardous materials include workplace monitoring of hazardous species and a systematic occupational health program for monitoring workers' activities and health. In this report, the National Research Council Committee on Review and Evaluation of the Army Chemical Stockpile Disposal Program examines the methods and systems used at JACADS and TOCDF, the two operational facilities, to monitor the concentrations of airborne and condensed-phase chemical agents, agent breakdown products, and other substances of concern. The committee also reviews the occupational health programs at these sites, including their industrial hygiene and occupational medicine components. Finally, it evaluates the nature, quality, and utility of records of workplace chemical monitoring and occupational health programs.

Book excerpt: In 1994 the National Research Council published Recommendations for the Disposal of Chemical Agents and Munitions, which assessed the status of various alternative destruction technologies in comparison to the Army's baseline incineration system. The volume's main finding was that no alternative technology was preferable to incineration but that work should continue on the neutralization technologies under Army consideration. In light of the fact that alternative technologies have evolved since the 1994 study, this new volume evaluates five Army-chosen alternatives to the baseline incineration system for the disposal of the bulk nerve and mustard agent stored in ton containers at Army sites located in Newport, Indiana, and Aberdeen, Maryland, respectively. The committee assessed each technology by conducting site visits to the locations of the technology proponent companies and by meeting with state regulators and citizens of the affected areas. This volume makes recommendations to the Army on which, if any, of the five technologies has reached a level of maturity appropriate for consideration for pilot-scale testing at the two affected sites.

For several years the United States and several other countries have been developing and using technologies to dispose of this non-stockpile materiel. To determine whether international efforts have resulted in technologies that would benefit the U.S. program, the U.S. Army asked the NRC to evaluate and compare such technologies to those now used by the United States. This book presents a discussion of factors used in the evaluations, summaries of evaluations of several promising international technologies for processing munitions and for agent-only processing, and summaries of other technologies that are less likely to be of benefit to the U.S. program at this time.

On April 22, 1915, the German military released 150 tons of chlorine gas at Ypres, Belgium. Carried by a long-awaited wind, the chlorine cloud passed within a few minutes through the British and French trenches, leaving behind at least 1,000 dead and 4,000 injured. This chemical attack, which amounted to the first use of a weapon of mass destruction, marks a turning point in world history. The preparation as well as the execution of the gas attack was orchestrated by Fritz Haber, the director of the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistry in Berlin-Dahlem. During World War I, Haber transformed his research institute into a center for the development of chemical weapons (and of the means of protection against them). Bretislav Friedrich and Martin Wolf (Fritz Haber Institute of the Max Planck Society, the successor institution of Haber’s institute) together with Dieter Hoffmann, Jürgen Renn, and Florian Schmaltz (Max Planck Institute for the History of Science) organized an international symposium to commemorate the centenary of the infamous chemical attack. The symposium examined crucial facets of chemical warfare from the first research on and deployment of chemical weapons in WWI to the development and use of chemical warfare during the century hence. The focus was on scientific, ethical, legal, and political issues of chemical weapons research and deployment — including the issue of dual use — as well as the ongoing effort to control the possession of chemical weapons and to ultimately achieve their elimination. The volume consists of papers presented at the symposium and supplemented by additional articles that together cover key aspects of chemical warfare from 22 April 1915 until the summer of 2015.

The name of this substance was lewisite and this is its story -- the story of an American weapon of mass destruction. Discovered by accident by a graduate student and priest in a chemistry laboratory at the Catholic University of America in Washington, D.C., lewisite was developed into a weapon by Winford Lewis, who became its namesake, working with a team led by James Conant, later president of Harvard and head of government oversight for the U.S.'s atomic bomb program, the Manhattan Project. After a powerful German counterattack in the spring of 1918, the government began frantic production of lewisite in hopes of delivering 3,000 tons of the stuff to be ready for use in Europe the following year. The end of war came just as the first shipment was being prepared. It was dumped into the sea, but not forgotten. Joel A. Vilensky tells the intriguing story of the discovery and development of lewisite and its curious history. During World War II, the United States produced more than 20,000 tons of lewisite, testing it on soldiers and secretly dropping it from airplanes. In the end, the substance was abandoned as a weapon because it was too unstable under most combat conditions. But a weapon once discovered never disappears. It was used by Japan in Manchuria and by Iraq in its war with Iran. The Soviet Union was once a major manufacturer. Strangely enough, although it was developed for lethal purposes, lewisite led to an effective treatment for a rare neurological disease.

In preparing this report, members of the Stockpile Committee evaluated exhaust gas emissions testing at the two operating baseline incineration systems, JACADS and the TOCDF; evaluated the development of the dilute SOPC carbon filter simulation model; and evaluated the conceptual design of a modified PAS with an activated carbon filter. The two major risk assessments conducted for each continental disposal site that use the baseline system, namely, (1) the quantitative risk assessment, which evaluates the risks and consequences of accidental agent releases, and (2) the health risk assessment, which evaluates the potential effects of nonagent emissions on human health and the environment, were also examined.

Book excerpt: By the end of 2009, more than 60 percent of the global chemical weapons stockpile declared by signatories to the Chemical Weapons Convention will have been destroyed, and of the 184 signatories, only three countries will possess chemical weapons-the United States, Russia, and Libya. In the United States, destruction of the chemical weapons stockpile began in 1990, when Congress mandated that the Army and its contractors destroy the stockpile while ensuring maximum safety for workers, the public, and the environment. The destruction program has proceeded without serious exposure of any worker or member of the public to chemical agents, and risk to the public from a storage incident involving the aging stockpile has been reduced by more than 90 percent from what it was at the time destruction began on Johnston Island and in the continental United States. At this time, safety at chemical agent disposal facilities is far better than the national average for all industries. Even so, the Army and its contractors are desirous of further improvement. To this end, the Chemical Materials Agency (CMA) asked the NRC to assist by reviewing CMA's existing safety and environmental metrics and making recommendations on which additional metrics might be developed to further improve its safety and environmental programs.

Book excerpt: Over 3 million U.S. military personnel were sent to Southeast Asia to fight in the Vietnam War. Since the end of the Vietnam War, veterans have reported numerous health effects. Herbicides used in Vietnam, in particular Agent Orange have been associated with a variety of cancers and other long term health problems from Parkinson's disease and type 2 diabetes to heart disease. Prior to 1997 laws safeguarded all service men and women deployed to Vietnam including members of the Blue Navy. Since then, the Department of Veteran Affairs (VA) has established that Vietnam veterans are automatically eligible for disability benefits should they develop any disease associated with Agent Orange exposure, however, veterans who served on deep sea vessels in Vietnam are not included. These "Blue Water Navy" veterans must prove they were exposed to Agent Orange before they can claim benefits. At the request of the VA, the Institute of Medicine (IOM) examined whether Blue Water Navy veterans had similar exposures to Agent Orange as other Vietnam veterans. Blue Water Navy Vietnam Veterans and Agent Orange Exposure comprehensively examines whether Vietnam veterans in the Blue Water Navy experienced exposures to herbicides and their contaminants by reviewing historical reports, relevant legislation, key personnel insights, and chemical analysis to resolve current debate on this issue.
