Book excerpt: North Korea's decisions to restart nuclear installations at Yongbyon that were shut down under the U.S.-North Korean Agreed Framework of 1994 and withdraw from the Nuclear Non-Proliferation Treaty create an acute foreign policy problem for the United States. Re-starting the Yongbyon facilities opens up a possible North Korean intent to stage a "nuclear breakout" of its nuclear program and openly produce nuclear weapons. North Korea's actions follow the reported disclosure in October 2002 that North Korea is operating a secret nuclear program based on uranium enrichment and the decision by the Korean Peninsula Energy Development Organization (KEDO) in November 2002 to suspend shipments of heavy oil to North Korea. North Korea claims that it has nuclear weapons and that it has completed reprocessing of 8,000 nuclear fuel rods. U.S. officials in 2004 stated that North Korea probably had reprocessed most or all of the fuel rods and may have produced 6-8 atomic bombs from them. The main objective of the Bush Administration is to secure the dismantling of North Korea's plutonium and uranium-based nuclear programs. Book excerpt: Neither the governments attempting to negotiate with North Korea, nor the drafters of the UN Treaty on the Prohibition of Nuclear Weapons, define what verifiable elimination of nuclear weapons and associated infrastructure would entail, whether in one country or in all.What model for nuclear disarmament might a nuclear-armed state demand of its adversaries and accept for itself? If states were to commit to dismantle their nuclear arsenals, what would be the key benchmarks for assessing the progressive implementation of such a commitment? Designing sustainable, effective nuclear disarmament-of North Korea or any other nuclear-armed state-requires much more than dismantling warheads and controlling fissile material stocks. Disarming states would need to collectively agree what types and numbers of delivery systems (especially missiles) would be permissible. Both nuclear-armed and non-nuclear-weapon states would need to determine what peaceful nuclear and space activities may remain during and after nuclear disarmament, and under what reassurance/monitoring conditions. At least some states would press for monitored limits on research and development activities vital to building or reconstituting nuclear arsenals. The paper starts from a logic that could inform a denuclearization agreement with North Korea and how to manage its retention of nuclear weapons-related capabilities, including nuclear energy production, conventionally armed ballistic missiles, and a space launch program, among others. The paper then explores comparable political and technical choices that would need to be made in the disarmament of other nuclear-armed states, focusing on six challenges that will shape negotiations on dual-use capabilities and activities that would remain during and after disarmament. Finally, the paper examines challenges in verifying compliance and surveys the often-avoided problem of enforcing disarmament agreements.The authors do not pretend that a particular disarmament roadmap could be charted today; rather they suggest how progress toward disarmament could be defined and assessed in light of challenges that are likely to exist. Thinking through and debating what would be involved in nuclear disarmament-and how it could be done in ways that would not make major warfare between states more likely-can constructively inform policy decisions that states are making now.

However, they have lacked the economic, political, and conventional military means to achieve that dominance, having instead come to rely on their nuclear weapon and ballistic missile programs, Today, North Korea's nuclear weapons pose an existential threat to the ROK, and they might soon pose a serious threat to the United States; even a few of them could cause millions of fatalities and serious casualties if detonated on ROK or U.S. cities. The major ROK and U.S. strategy to moderate this threat has been negotiating with North Korea to achieve denuclearization, but this effort has failed and seems likely to continue tailing. North Korean leader Kim Jong-un, despite committing to denuclearization, has continued his nuclear weapon buildup. The authors of this Perspective argue that there is a growing gap between North Korea's nuclear weapon threat and ROK and U.S. capabilities to defeat it. Because these capabilities will take years to develop, the allies must turn their attention to where the threat could be in the mid to late 2020s and identify strategies to counter it. Doing this will help establish a firm deterrent against North Korean nuclear weapon use. The authors conclude that North Korea will be most deterred if it knows that any nuclear weapon use will be disastrous for the regime-that these weapons are a liability, not an asset. Book jacket.

Autocrats seeking nuclear weapons fail in different ways and to varying degrees—Iraq almost managed it; Libya did not come close. In Unclear Physics, Malfrid Braut-Hegghammer compares the two failed nuclear weapons programs, showing that state capacity played a crucial role in the trajectory and outcomes of both projects. Braut-Hegghammer draws on a rich set of new primary sources, collected during years of research in archives, fieldwork across the Middle East, and interviews with scientists and decision makers from both states. She gained access to documents and individuals that no other researcher has been able to consult. Her book tells the story of the Iraqi and Libyan programs from their origins in the late 1950s and 1960s until their dismantling.This book reveals contemporary perspectives from scientists and regime officials on the opportunities and challenges facing each project. Many of the findings challenge the conventional wisdom about clandestine weapons programs in closed authoritarian states and their prospects of success or failure. Braut-Hegghammer suggests that scholars and analysts ought to pay closer attention to how state capacity affects nuclear weapons programs in other authoritarian regimes, both in terms of questioning the actual control these leaders have over their nuclear weapons programs and the capability of their scientists to solve complex technical challenges.
