It introduces the essential aspects of carrying out vulnerability assessments and applying practical measures to mitigate damage in hospitals addressing structural and nonstructural aspects as well as administrative and internal organization. In a period of only 15 years between 1981 and 1996 93 hospitals and 538 health care centers in Latin America and the Caribbean were damaged as a consequence of natural disasters. The direct cost of these disasters has been enormous; just as devastating has been the social impact of the loss of these critical facilities at a time when they were most needed. For these reasons special consideration must be given to disaster planning for these facilities. Assessing and reducing their vulnerability to natural hazards is indispensable. Principles of Disaster Mitigation in Health Facilities is an updated compilation of various documents on the topic already published by PAHO/WHO. Sections of previous publications have been revised to address the needs of professionals from a variety of disciplines particularly those involved in health facility planning operation and maintenance. Figures and photographs illustrate situations that can increase disaster vulnerability in health facilities. Examples are given of how countries in Latin America have conducted vulnerability assessments and applied specific disaster mitigation measures in their hospitals and health centers.

Después del sismo ocurrido el 16 de abril de 2016, que afectó a Ecuador en especial a la Provincia de Manabí, donde el colapso de estructuras fue evidente, se puso en consideración la forma en que se aplicaba las normas constructivas que rigen el País, es por esta razón que el cálculo y diseño estructural de la edificación aquí desarrollada, cumple con lo estipulado en el Código Ecuatoriano de la Construcción (NEC-15) y el American Concrete Institute (ACI 318-08), siguiendo cada uno de los lineamientos. Esta edificación de acuerdo al diseño arquitectónico corresponde a una estructura de tres pisos la cual tendrá módulos y oficinas para el personal de docentes y administrativos de la Facultad de Ciencias Técnicas, desarrollado en hormigón armado y con zapata corrida en dos direcciones la cual es recomendable por el tipo de suelo en el cual se cimentará la estructura. Mediante la utilización software de diseño estructural ETABS, se modeló la estructura tridimensional en la cual se aplicaron los parámetros de cálculo, obteniendo así datos confiables de la edificación, pudiendo evidenciar el comportamiento del mismo ante fuerzas sísmicas y no sísmicas. Como complemento a este trabajo se presentan los planos arquitectónicos y estructurales de la edificación brindando así un desarrollo de proyecto aplicable cuando se decida realizarlo. Es muy importante tener en cuenta que el diseño estructural está directamente ligado a las normas que rigen el país donde se diseña una edificación, estas varían de acuerdo a la región donde se implantan los proyectos, puesto que las características del lugar ya sea suelo, clima o peligrosidad sísmica, generan sobre la estructura comportamientos diferentes en cuanto a su funcionamiento, ejemplo de esto es que no se puede concebir el diseño de una edificación sobre un suelo rocoso que sobre un suelo arcilloso o más aún no se comportarán de igual manera dos edificaciones con las mismas características estructurales en dos zonas con suelo muy diferentes.
