Book The Delusion of Knowledge Transfer

Download or read book The Delusion of Knowledge Transfer written by Susanne Koch and published by African Books Collective. This book was released on 2016-12-13 with total page 398 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the rise of the knowledge for development paradigm, expert advice has become a prime instrument of foreign aid. At the same time, it has been object of repeated criticism: the chronic failure of technical assistance a notion under which advice is commonly subsumed has been documented in a host of studies. Nonetheless, international organisations continue to send advisors, promising to increase the effectiveness of expert support if their technocratic recommendations are taken up. This book reveals fundamental problems of expert advice in the context of aid that concern issues of power and legitimacy rather than merely flaws of implementation. Based on empirical evidence from South Africa and Tanzania, the authors show that aid-related advisory processes are inevitably obstructed by colliding interests, political pressures and hierarchical relations that impede knowledge transfer and mutual learning. As a result, recipient governments find themselves caught in a perpetual cycle of dependency, continuously advised by experts who convey the shifting paradigms and agendas of their respective donor governments. For young democracies, the persistent presence of external actors is hazardous: ultimately, it poses a threat to the legitimacy of their governments if their policy-making becomes more responsive to foreign demands than to the preferences and needs of their citizens.

Book excerpt: The Institute of Education has been closely involved with post-apartheid developments in education policy in South Africa. The book examines the current policy dilemmas in South Africa. It also provides a sophisticated exploration of the tensions that can occur between and among policy makers and policy researchers as a local vision is translated into reality in a global context. At the same time, the book provides clear evidence of the value as well as the difficulty of continuing dialogue between these groups, which might usefully be heeded in those countries where such interaction too rarely takes place.

Book Change Management in TVET Colleges

Download or read book Change Management in TVET Colleges written by Kraak, Andre and published by African Minds. This book was released on 2016-07-25 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Technical and Vocational Education and Training (TVET) college environment is marked by increasingly stark juxtapositions between what needs to be achieved in the post-school education sector and the increasing difficulty of current conditions. The ‘triple challenge’ of poverty, inequality and unemployment weighs heavily on the social, political and economic fabric of the country and expectations are high that the TVET colleges can make a pivotal contribution to counter these challenges. Despite laudable increases in TVET enrolment, the education system needs to work harder to accommodate the weight of demand for post school further education and training (FET) band qualifications from young people not in education, employment or training. At the same time, it is vital to secure adequate quality in TVET programmes which depend so much on the competence and commitment of college lecturers. This collection offers a set of research papers that provide new analytic and empirical material on: • The political economy of TVET types in different countries which, by comparison, illuminate the South African case; • A periodisation of government interventions in the TVET sector over the last three decades; • The unsettled state and status of TVET lecturers in relation to their job requirements and conditions of service; • The halting evolution of collegial relationships between college lecturers towards higher collegiality; • Employer expectations of college graduates and how colleges are responding; and • An analysis of the outcomes of a college improvement intervention in Limpopo and the Eastern Cape. This book will offer valuable information and insights for decision-makers as well as analysts of institutional change concerning links between education and economic growth, with particular regard to TVET graduates’ employment rates.

Book excerpt: The outbreak of the global COVID-19 pandemic has presented unprecedented challenges to both developed and less developed local economies. The aim of the book is to uncover the best practises in responding to a pandemic from global perspectives, as well as from a trans-disciplinary point of view. Scholars from various spheres in arts, culture, education, health, environment, business and the public sector present their perspectives on the impacts, responses and consequences for local economies and communities. As a fundamental part of LED, the arts, culture, education, health, environment, business and the public sector domains were some of the hardest hit by the pandemic. The pandemic has certainly exposed the weaknesses of current development policies and calls for new, innovative measures in developing resilient local regions. Book Globalisation Enterprise and Knowledge

Download or read book Globalisation Enterprise and Knowledge written by Kenneth King and published by Symposium Books Ltd. This book was released on 2002-01-01 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines some of the major challenges faced by African education by placing them in two important contexts. First, it explores how new economic dynamics, linked to globalisation, impact upon educational priorities and possibilities. Second, it stresses the need to locate educational policies and practices alongside approaches in other sectors. This leads to an analysis of the intersections between education, training and enterprise development. Through detailed examinations of recent policies and practices in Ghana, Kenya and South Africa, the book shows how different national approaches emerge in spite of apparent convergences in donor agency policy and international policy discourses. Aimed at policy makers and practitioners as well as academics, the book outlines a series of theoretical, policy and practical challenges for the future of African education and its broader role in development.

Book Public Participation in Democratic Governance in South Africa

Download or read book Public Participation in Democratic Governance in South Africa written by Gregory F. Houston and published by HSRC Press. This book was released on 2001 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines public participation in democratic governance in South Africa. The South African democracy is fairly new, giving rise to a variety of new channels and processes for public participation. In addition, the overwhelming majority of South Africans have little experience of democratic governance, having only acquired political power for the first time in 1994. However, more than seven years of universal suffrage and access to political power is ample justification for assessing the consolidation of democracy in this country. The book focuses on four case studies of public participation: interest group participation in the National Economic Development and Labour Council; the participation of civil society and the legislatures in the formulation of the budget; public participation in legislative processes; and public participation in the integrated development planning processes of local government. Each case study outlines a number of opportunities for, and constraints to, public participation in the processes of democratic governance.

Book Transformation in Higher Education

Download or read book Transformation in Higher Education written by Nico Cloete and published by Taylor & Francis. This book was released on 2006 with total page 346 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents the most comprehensive and most thorough study of the developments in South African higher education and research after the first democratic elections of 1994 – that is of post-Apartheid South African higher education. This volume will provide its readers with a detailed insight into the new (i.e. post-1994) South African higher education system. The large number of experienced authors and editors involved in the book guarantees that the reader will be introduced in the new SA higher education system from a large number of perspectives that are presented in a consistent and coherent way. This book will be of interest to scholars, students, administrators, policymakers and politicians interested in South Africa, higher education and research, and policy analysis. "Publications on higher education are not new. But this volume, which is the first of its kind as a collective effort of tracing and examining the twists and turns taken by processes of change in the South African higher education system in a context of profound societal and global transformation, adds a fresh dimension to the debate. In its examination of the extent to which the changes were in line with policy intentions, particularly with regard to equity, democratisation, responsiveness and efficiency, and how a new institutional landscape started emerging, it makes a momentous contribution to the current debate about higher education restructuring." Njabulo Ndebele, Vice-chancellor, University of Cape Town and Chair of the South African Association of University Vice-chancellors "This book addresses a rich variety of issues on South African higher education. It puts these in the relevant context of the process of globalization and it shows that the South African experiences offer us a lot to learn. Highly recommended for those who are intrigued by the innovations taking place in South African higher education as well as for those who intend to grasp the effects of globalization." Frans van Vught, Rector Magnificus and founding Director of the Center for Higher Education Policy Studies, University of Twente, The Netherlands "Reflection is a crucial ingredient to learning. In this book on higher education we have reflections on a unique period in the history of a country that managed its transition to democracy in a way that was unique, but from which we can all learn. Higher education in South Africa played a vital role in that transition and was part of the many tensions, choices and influences. They have been thoughtfully captured." Brenda Gourley, Vice-chancellor, The Open University, UK and board member, Centre for Higher Education Transformation. "No contemporary higher education system has changed as dramatically as that in South Africa. This book, rich in data, examines the changes that took place and offers insights into how change frequently cannot be predicted. The analysis captures the excitement, high expectations, remarkable successes, and failures in the transformation of the apartheid system of higher education. This excellent study provides rich fare for comparative analysis." Fred M. Hayward, American Council on Education Pilot Project, Executive Vice President, Council for Higher Education Accreditation, US.
