Book excerpt: This volume examines the impact that the financing and administration systems of labor market policy have on the design of national policies concerning the unemployed. The authors investigated labor market policy in six countries--Austria, France, Federal Republic of Germany. Great Britain, Sweden, and the United States--and determined that the distribution of responsibility for labor market programs, the financing of these programs, and the procedures for determining issues and expenditures differ markedly from country to country. The authors explore how the same economic causes--price changes, technological rationalization, new products--can have very different labor market effects because of institutional factors, such as the job-search behavior of the unemployed, the mobility of the employed, the hiring practices of firms, wage negotiations between trade unions and employers, and the employment policies of different levels of government and their impact on the behavior of labor market forces. Unemployment Insurance and Active Labor Market Policy answers the questions: how much public funding do the unemployed receive in wage-replacement benefits and for how long; how much public funding is devoted for manpower programs and invested in "active" labor market policy; and finally, how are the necessary financial resources made available? In summary, the book investigates the relationship between the financing system and revenues and expenditures for labor market policy, the role played by market policy in employment policy as a whole, and the impact of the financing system for labor market policy on the classical goals of the welfare state. The findings of this comprehensive study should contribute to the redeployment of financial resources from those funds currently being used to finance unemployment (unemployment benefits, unemployment assistance, and public assistance) to financing employment.

In some cases, such as Germany, collaboration is highly developed and policies are ambitious and integrated; in others, such as Switzerland, diversity and decentralization are privileged and policies remain fragmented. Finally, there are countries such as the United States that do not grant much importance to labour market policies. these five federations and so help us understand how political institutions and public policies are inter-related. Federalism and labour market policies certainly influence each other, but there is no simple relationship between them. Comparing different governance and employment strategies is nevertheless very instructive because it shows the range of approaches and policies that are possible in federal countries.

The evaluation studies reported in this volume focus on two aspects of active labour market policies that have been relatively neglected in previous research and merit special attention. The first part of the book deals with aggregate impact analysis. Using examples from France, Germany, The Netherlands and Spain, the contributors attempt to estimate the impact of active labour market policies on the transition from unemployment to employment using aggregate data at the regional level. Although quantitative in nature, these contributions take into account qualitative aspects such as the socio-economic context of the countries concerned and the structure of active labour market policies. The book then focuses on implementation issues and includes implementation studies carried out in Germany, The Netherlands and Sweden. The qualitative element plays a far more important role in these contributions which rely on case studies and surveys in addition to statistical data.

Specifically, it is analyzed whether qualification programs for employed workers in the German state of Saxony were effective in terms of employment protection. To this end, a control function approach is implemented which utilizes a unique firm-level dataset. This model explicitly accounts for unobserved heterogeneity between participating and non-participating companies by modeling the participation decision process. Our results suggest a positive effect of program participation. Book excerpt: In Denmark, Finland and Sweden the evolution of administrative law, including social welfare law, has been marked by a shift towards a stronger protection of the recipient's individual rights. The adoption of activation policies targeting recipients of social assistance has highlighted the tensions between decision-making concerning the implementation of these policies and the legislative efforts to promote the realisation of individual rights in the field of social welfare. An examination of the legislation in question and its implementation conditions shows that the realisation of individual rights is subordinated to the pursuit of organisational and other objectives. The findings of the study are used to formulate proposals for the promotion of individual rights based on the Nordic egalitarian model of citizenship. This critical assessment of activation policies should be of broad international appeal. It will be of interest to researchers in social policy, as well as those concerned with protection of rights.
