Updated as of May 29, 2018 We are adopting a new airworthiness directive (AD) for the products listed above. This AD requires determining if affected seats and seating systems and their components are compliant with certain FAA regulations, and removing those seats, seating systems, and their components that are shown to be unsafe from the affected fleet. This AD was prompted by a determination that the affected seats and seating systems may not meet certain flammability, static strength, and dynamic strength criteria. Failure to meet static and dynamic strength criteria could result in injuries to the flightcrew and passengers during emergency landing conditions. In the event of an in-flight or post-emergency landing fire, failure to meet flammability criteria could result in an accelerated fire. We are issuing this AD to prevent accelerated fires and injuries to the flightcrew and passengers. The goal is to achieve comfort, durability, and occupant protection under normal operational loads and to define test and evaluation criteria to demonstrate occupant protection when a seat/occupant/restraint system is subjected to statically applied ultimate loads and to dynamic impact test conditions set forth in the applicable Federal Aviation Regulations (FAR) Part 25, 27, or 29.This AS also provides guidance for design by enumerating certain design goals to enhance comfort, serviceability, and safety. Guidance for test procedures, measurements, equipment, and interpretation of results is presented to promote uniform techniques and to achieve acceptable data.While this AS addresses system performance, responsibility for the seating system is divided between the seat supplier and the installation applicant. The seat supplier's responsibility consists of meeting all the seat system performance requirements and obtaining and supplying to the installation applicant all the data prescribed by this AS. The installation applicant has the ultimate system responsibility in assuring that all requirements for safe seat installation have been met.
