Book excerpt: The purpose of the project was to discover whether or not religious communities were prepared, with both supplies and a plan of action, for disasters and whether or not they provided relief efforts in the aftermath of a disaster. This project also provided insight into the explanations for group preparedness and relief efforts of religious groups and how they coped with natural disasters in accordance with their faiths. From this data, I determined the relationship between religious affiliation and disaster preparedness and response. I used a stratified random sample to gather participants from the Birmingham, Alabama area. A total of 15 participants were used in this study: Baptist (1), Catholic (2), Episcopalian (1), Judaism (2), Jehovah's Witness (1), Jesus Christ of Latter-Day Saints (1), Lutheran (3), Methodist (2), and Nondenominational (2). Qualitative interviews were conducted with religious leaders to assess disaster preparedness, if they provided relief efforts after a disaster, the reasons for their actions, and how they cope with natural disasters. The results revealed slightly more than half of the participants were prepared for a disaster with supplies, a disaster plan, or both. Those religious groups which were not prepared stated it was due to the small congregation size or the lack of space for storing disaster supplies. All of the participants stated they provide relief services after disasters occur. The most common services included debris removal, the collection of monetary and clothing donations, and the collection and redistribution of food and water. Religious groups shared a common theme to explain why they provide relief, being that it is part of their faiths mission, beliefs, and/or teachings. Lastly, there was a weak relationship between religious affiliation and how these groups cope with natural disasters.

"The aim is to help victims of disaster to better cope with the stresses they face, as well as help direct care workers (firefighters, police, health care providers, etc.) to deal better emotionally with the trauma to which they are exposed so they can remain effective and functional on the job," explains Dr. Koenig, whose research on the healing power of faith has been published worldwide. Increasing the resiliency of our communities in the face of disaster is crucial. Religious communities have tremendous potential to contribute to this. Here are guidelines on how to do that more effectively, alongside data on how to facilitate the integration of these contributions with the formal disaster-response system.

This report details the need for increased involvement of the faith community, a discussion of barriers that both public agencies and faith groups face as they attempt to work together, and the benefits of bringing public agencies and faith communities together to address important social needs, in particular for this report, to be strategic partners with emergency managers and public health emergency agencies in building and sustaining disaster resilient communities in California. This partnership must encompass all phases of the disaster lifecycle: mitigation education, preparedness training/planning, as well as short and long-term recovery. Intermediary organizations could also play a role in enhancing the ability of faith groups of all kinds to participate with public agencies.

Book excerpt: Recent natural disasters and acts of terrorism in the United States highlight innumerable accounts of altruism and resilience among individuals and communities. During Hurricanes Katrina and Rita, local churches and community organizations -- unaffiliated with a national voluntary organization -- often served disenfranchised groups that are sometimes missed by more formal response efforts (GAO, 2005). These types of heroic efforts of the smaller faith- based and community groups are often noted in the popular press. Moreover, these organizations are explicitly included in recent federal policies as capable of leveraging their unique positions in communities to help prepare for and respond to disasters and other emergencies (GAO, 2008a). To provide a descriptive synthesis of the state of the research on the efforts of faith-based and community organizations (FBCOs) in emergency preparedness and response (EPR) efforts, RTI International was commissioned by the U.S. Department of Homeland Security (DHS) Center for Faith-Based and Community Initiatives, partnering with the DHS Science and Technology Directorate's Human Factors/Behavioral Sciences Division, to conduct a targeted literature review. This review identified studies that provide a preliminary assessment of FBCO capacity and collaborative networks related to emergency management. Included are examples of a broad range of approaches to increase FBCO engagement and coordination identified in the research and policy literatures that may help guide future program development.

Book excerpt: The capacity to respond and recover from disasters by any local, state, or national government may be linked to several factors, including economic and human resources. Sometimes, the ability of a government to respond to a disaster is insufficient due to limited availability of resources, and as such, external assistance from non-governmental organizations (NGOs) and private organizations must be considered. This research investigated how religious organizations in Jos, Nigeria participate in disaster response and recovery operations. Preliminary analysis indicated that religion is a key factor worthy of consideration in the development of disaster management plans and policies, because religious organizations play an active role in disaster management in their communities. The methodology of this research is a qualitative approach that utilized open-ended interviews to extract information. Purposive sampling technique was used to draw the population of the interviewees, which included 19 Christian and Muslim religious leaders in Jos. The data was analyzed using an inductive analysis and the results indicated that religious organizations in Jos, Nigeria are actively involved in disaster response and recovery operations by providing relief efforts and spiritual support to disaster victims, as well as help the community to stabilize. The research revealed the strategies and processes employed by religious organizations in disaster response and recovery operations.

These faith-based organizations may be small, independent institutions or belong to a larger corporate body. Local mainline Christian churches from mainline denominations including Lutheran, Presbyterian, Catholic, and United Methodist follow the latter model. As members of the larger corporate faith organization, these local churches have access to well-organized and established disaster response functional units. At the corporate level, these religious institutions have come together as collaborative partners in disaster response and recovery as members of the National Voluntary Organizations Active in Disasters (NVOAD). While disaster planning, preparedness, response and recovery activities may be well established and coordinated at the national level, similar activity at the local level has not been examined closely. This study explores the level of internal disaster preparedness activity and coordination with formal emergency management organizations to which local churches within a NVOAD participating denomination have engaged. Using qualitative interviews and survey techniques, this research establishes the planning activities, preparedness levels, and coordination with local emergency management of three local churches in Northeast Arkansas representing different denominations. Current levels of preparedness activity is then compared to accepted standards for disaster plans and recommendations for practice and future study are suggested.
