The 2010 Haiti earthquake is the most devastating earthquake to take place in the country in the last 200 years. It is estimated that this earthquake affected at least three million people with death toll ranging from 100000 to 160000 people. According to the government of Haiti, more than 250000 residences and 30000 commercial buildings had been destroyed by the quake. The country’s capital, Port-au-Prince was one of the worst affected areas by the earth quake as notable landmark buildings in the city were significantly destroyed. Some of the damaged landmark buildings included the Presidential Palace, National Assembly building, Port-au-Prince Cathedral and the main prison building among others.

Without verifiable identification, they—and unregistered adults—could face serious difficulties in proving their identity, whether to open a bank account, purchase a SIM card, or cast a vote. Lack of identification is a barrier to full economic and social inclusion. Recent advances in the reach and technological sophistication of identification systems have been nothing less than revolutionary. Since 2000, over 60 developing countries have established national ID programs. Digital technology, particularly biometrics such as fingerprints and iris scans, has dramatically expanded the capabilities of these programs. Individuals can now be uniquely identified and reliably authenticated against their claimed identities. By enabling governments to work more effectively and transparently, identification is becoming a tool for accelerating development progress. Not only is provision of legal identity for all a target under the Sustainable Development Goals, but this book shows how it is also central to achieving numerous other SDG targets. Yet, challenges remain. Identification systems can fail to include the poor, leaving them still unable to exercise their rights, access essential services, or fully participate in political and economic life. The possible erosion of privacy and the misuse of personal data, especially in countries that lack data privacy laws or the capacity to enforce them, is another challenge. Yet another is ensuring that investments in identification systems deliver a development payoff. There are all too many examples where large expenditures—sometimes supported by donor governments or agencies—appear to have had little impact. Some armies in civil wars, facing military defeat, use refugees as assets to establish the international legitimacy of their cause, treat refugee camps as sanctuaries and recruitment pools, and limit access to refugees to ensure that they will not repatriate. Focusing on the geopolitical security environment surrounding militarized camps and the response of humanitarian agencies, the contributors to this volume examine the ways armed groups manipulate refugees and how and why international actors assist their manipulation. They then offer suggestions for reducing the ability of such groups to use the suffering of refugees to their own advantage. The contributors examine three cases: Cambodian refugees along the Thai border in the 1970s and 1980s, Afghan refugees in Pakistan in the 1980s and 1990s, and Rwandan refugees in Eastern Zaire from 1994–96. They argue that refugee manipulation occurs because warring parties gain resources in their fight for power and other actors, often the host government and regional and major powers encourage and support it. Manipulation is allowed to occur because the international refugee regime and major states have not identified a consistent approach to stopping it. In the post-Cold War era the United Nations and its members have chosen to treat the issue as a humanitarian problem instead of a security problem. As the contributors make clear, however, manipulation of refugees has important ramifications for international security, turning some civil wars into larger protracted regional wars. They argue that the geopolitics of refugee manipulation leads to sanguine conclusions about stopping it. Book excerpt: Humanitarian military intervention and muscular peace operations have been partially effective in recent years in saving thousands of lives from the Balkans to Haiti to Somalia to Cambodia to Mozambique. However, success has often been mitigated by the international community's unwillingness or inability to quickly send enough forces capable of dealing with a situation decisively. In other cases, the international community has essentially stood aside as massive but possibly preventable humanitarian tragedies took place — for instance, in Angola and Rwanda in the mid-1990s and in Congo as this book goes to press. Sometimes these failures have simply been the result of an insufficient pool of available military and police forces to conduct the needed intervention or stabilization missions. In this timely new book, Michael O'Hanlon presents a blueprint for developing sufficient global intervention capacity to save many more lives with force. He contends, at least for now, that individual countries rather than the United Nations should develop the aggregate capacity to address several crises of varying scale and severity, and that many more countries should share in the effort. The United States' role is twofold: it must make slight redesigns to its own military and, even more important, encourage other nations to join it in this type of intervention, including training and support of troops in countries, such as those in Africa, that are willing to take the necessary steps to prevent humanitarian disaster but lack the resources.

Yet we continue to hear stories of misery from Haiti. Why have NGOs failed at their mission? Set in Haiti during the 2004 coup and aftermath and enhanced by research conducted after the 2010 earthquake, Killing with Kindness analyzes the impact of official development aid on recipient NGOs and their relationships with local communities. Written like a detective story, the book offers rich ethnographic comparisons of two Haitian women’s NGOs working in HIV/AIDS prevention, one with public funding (including USAID), the other with private European NGO partners. Mark Schuller looks at participation and autonomy, analyzing donor policies that inhibit these goals. He focuses on NGOs’ roles as intermediaries in “gluing” the contemporary world system together and shows how power works within the aid system as these intermediaries impose interpretations of unclear mandates down the chain—a process Schuller calls “trickle-down imperialism.”
