There were clear early warning signs many months in advance, yet there was insufficient response until it was far too late. This briefing, published jointly by Oxfam and Save the Children, examines the factors that allowed a drought in Ethiopia, Kenya, Somalia and Djibouti to develop into a full-scale crisis of hunger and livelihoods, such that millions of people suffered and thousands died. Its main focus is the response of international aid system, although the ultimate importance of enhanced resilience for the communities themselves is recognised. Recommendations: A change in approach to chronic drought situations is needed: managing the risks, not the crisis. This means that the all actors {u2013} national governments, donors, NGOs, and the UN need to: act decisively on information from early warning systems and not wait for certainty before responding; actively seek to reduce drought risk in all activities, ensuring that long-term development interventions increase resilience and adapt to the changing context; and change organisational structures, invest in people and provide flexible funding in order to break down the divisions between humanitarian and development work.

The study, which draws on the author's visit to Ethiopia in March 1987, reviews the destabilizing effects on the Horn of Africa of increasing Soviet activism; famine in Ethiopia and Sudan; rebellions in Ethiopia, Sudan, and Eritrea; and Somalian irredentism. The author believes that to alleviate the economic and political deterioration of the region, Western governments must join in setting up an international peace and mediation commission that would work toward (1) the acceptance by the countries involved of the de facto borders and arbitration of disputes; (2) the persuasion of foreign powers to cease support of separatism and dissidence; (3) a moratorium on arms shipments to the region; (4) the creation of an international group to monitor compliance with the peace process and human rights standards; (5) adherence by all donors to common criteria for the provision of emergency relief and development aid; and (6) increased regional economic development aid.

This dynamic has become all the more distinct since 1991, when Eritrea and Somaliland emerged from the break-up of both Ethiopia and Somalia. Yet this evolution has produced highly varied outcomes in the region’s constituent countries, from state collapse (and deeply flawed reconstruction) in Somalia, through militarised isolation in Eritrea, to a still fragile ‘developmental state’ in Ethiopia. The tensions implicit in the process of state formation now drive the relationships between the once historically close nations of the Horn.

It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe—consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework—forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. Claudia Carr’s book is a treasure of detailed information gathered over many years concerning river basin development of the Omo River in Ethiopia and its impact on the peoples of the lower Omo Basin and the Lake Turkana region in Kenya. It contains numerous maps, charts, and photographs not previously available to the public.
