Book excerpt: In 2007 two former U.S. secretaries of state, a defense secretary, and a former senator wrote persuasively in the Wall Street Journal that the time had come to move seriously toward a nuclear-free world. Almost two years later, the Global Zero movement was born with its chief aim to rid the world of such weapons once and for all by 2030. But is it realistic or even wise to envision a world without nuclear weapons? More and more people seem to think so. Barack Obama has declared “America’s commitment to seek the peace and security of a world without nuclear weapons.” But that is easier said than done. Michael O’Hanlon places his own indelible stamp on this critical issue, putting forth a “friendly skeptic’s case for nuclear disarmament.” Calls to “ban the bomb” are as old as the bomb itself, but the pace and organization of nonproliferation campaigns have picked up greatly recently. The growing Global Zero movement, for example, wants treaty negotiations to begin in 2019. Would this be prudent or even feasible in a world that remains dangerous, divided, and unpredictable? After all, America’s nuclear arsenal has been its military trump card for much of the period since World War II. Pursuing a nuclear weapons ban prematurely or carelessly could alarm allies, leading them to consider building their own weapons—the opposite of the intended effect. O’Hanlon clearly presents the dangers of nuclear weapons and the advantages of disarmament as a goal. But even once an accord is in place, he notes, temporary suspension of restrictions may be necessary in response to urgent threats such as nuclear “cheating” or discovery of an advanced biological weapons program. To take all nuclear options off the table forever strengthens the hand of those that either do not make that pledge or do not honor it. For the near term, traditional approaches to arms control, including dismantling existing bomb inventories, can pave the way to make a true nonproliferation regime possible in the decades ahead.

Schrafstetter and Twigge examine five initiatives designed to prevent or restrain the nuclear arms race: the international option, the commercial option, the moral option, the multilateral option, and the legal option. Their conclusions show the extent to which non-proliferation policy dominated European politics and the transatlantic relationship. The international option focuses on early UN plans for international control of atomic energy (1946-48). The commercial option assesses the influence of Eisenhower's Atoms for Peace proposal of 1953 and the impact of civil nuclear power. The moral option charts international attempts to outlaw the testing of nuclear weapons, resulting in the 1963 Partial Test Ban Treaty. The multilateral option discusses the role of collective nuclear forces in addressing West German demands for nuclear equality within NATO. The legal option explores British, French, and West German attitudes to nuclear disarmament and charts the international drive to stop the spread of nuclear weapons culminating in the signing of the Non-Proliferation Treaty in 1968. Throughout the analysis, attention is focused on the role of the European powers and their influence on both Washington and Moscow.

Whereas most existing accounts privilege either diplomacy and foreign affairs, intelligence, or military affairs more narrowly, this study underlines the inexorable relationships between foreign policy, grand strategy, military force, intelligence, finance and not least, domestic politics and public opinion. Britain was the world's only global power in the inter-war period, and it confronted problems on a global scale. Policy-makers sought two goals: peace with security. They did so successfully in the 1920s, partly due to favourable circumstances that made their task relatively easy, and partly because they understood the strengths and limitations of British power and knew how to wield them. The situation deteriorated rapidly in the 1930s, however, as the international system became increasingly unfavourable to Britain. Policy-makers proved less adept than their predecessors at meeting these new challenges, partly because those challenges were more formidable, but also because they lacked the self-confidence of their predecessors, who had held high office during the most difficult years of the First World War and who lacked their understanding of how to wield the lever of international power. The study ends by providing a new and more sophisticated account of how and why Neville Chamberlain appeased the fascist powers in the late 1930s, and why Winston Churchill opposed him and eventually supplanted him in May 1940.
