A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Book excerpt: The first uses of the term frontiere in thirteenth-fourteenth-century French were military, referring to the first line of troops in a battle. In architecture it meant the front of a building, and at the end of the fourteenth century it was first used as a geographical term, in Spain specifically about the divide between the Christians and the Muslims. More than obstacles, medieval frontiers - whether geographical, political, military, intellectual or artistic - seem to have been bridges and points of contact. Frontiers was the theme of the Third European Congress of Medieval Studies organised by the FIDEM in Jyvaskyla, Finland, in 2003. True to the nature of the FIDEM, it was highly interdisciplinary, bringing together scholars from all over the world, addressing problems ranging from Byzantine administration to Icelandic vernacular scribal culture, during a week of extraordinary intellectual excitement. This volume brings together forty-four contributions by specialists of history, history of ideas, medieval philosophy, philology, linguistics, literature as well as manuscript and archival studies.
