Book excerpt: Megaprojects, also referred to in the literature as Large Engineering Projects or Major Projects, are generally defined as large-scale investment initiatives worth 1b€/$ or more and, facing similar problems independent of the country where they are implemented and the industry they belong to. The common feature of most megaprojects is that they are difficult to design and manage so that their realization and completion is always extremely expensive, often over budget and delivery deadlines also are not met. In the worst-case scenario, they remain unfinished. This book, through its multidisciplinary approach, offers food for thought and alternative interpretations for the complex world of megaprojects. While much research has been conducted and differing approaches have been developed over the last 20 years, there is still a lot of debate surrounding the topic, and a holistic approach for effectively managing these initiatives is still missing. What is clear to all researchers and experts in the field is that a traditional-linear management approach is simply not sufficient, as at many stages of a megaproject, iterative and feedback effect occurs due to stakeholder involvement and increasing and continuous interaction between them. The book promotes the debate among all categories of stakeholders involved in the megaproject’s supply chain, in order to increase the awareness of complex phenomena relating to the critical issues and common problems they face, all over the world, and to seek performance improvement across the whole life cycle of a megaproject, including the selection, design, construction, operation and de- commissioning.The multidisciplinary approach cultivated in the book conveys an innovative way to study megaprojects and their inherent complexities.

Book excerpt: Subsidies are pervasive throughout OECD countries and worldwide. Every year, OECD countries transfer at least USD 400 billion to different economic sectors. Much of this support is potentially environmentally harmful. Reforming environmentally harmful subsidies is a significant policy challenge facing OECD countries. However, untangling and assessing the effects of subsidies on the environment is a complex task. A systematic approach is required to ensure that appropriate policies are developed and the benefits of reform fully realised. This report presents sectoral analyses on agriculture, fisheries, water, energy and transport. It proposes a checklist approach to identifying and assessing environmentally harmful subsidies. It also identifies the key tensions and conflicts that are likely to influence subsidy policy making. Can the political and economic impediments to subsidy reform be overcome? L’analisi è stata affrontata con sistematicità partendo dai principi fondamentali per poi proseguire con una puntuale esposizione degli elementi oggettivi e soggettivi caratterizzanti ogni singola condotta, senza tralasciare gli aspetti legati alle misure di sicurezza personali e patrimoniali. La prima parte, dopo un breve inquadramento sui presupposti dell’obbligazione tributaria doganale, si focalizza sulle singole fattispecie di contrabbando previste dal D.P.R. 23 gennaio 1973, n. 43 che possono verificarsi attraverso i confini di terra, nei laghi di confine, per mare, per via aerea, nelle zone extra-doganali, nel cabotaggio e nella circolazione, nell’irregolare movimentazione delle merci ammesse a regimi speciali e in materia di tabacchi lavorati esteri. La seconda parte è, invece, interamente dedicata ai reati in materia di accise sui prodotti energetici, sui prodotti denaturati, sull’alcole e sulle sostanze alcoliche previsti dal D.Lgs. 26 ottobre 1995, n. 504. In tale sezione, particolare attenzione è riservata alle fattispecie di sottrazione all’accertamento o al pagamento dell’accisa, di fabbricazione clandestina e di associazione costituita a tale scopo, di alterazioni di congegni, impronte e contrassegni, di eccedenze e deficienze all’interno dei depositi fiscali su prodotti in regime sospensivo, nonché di irregolarità in materia di circolazione.
