Book excerpt: This August 2015 issue of Direction of Trade Statistics (DOTS) Quarterly provide, for about 160 countries, tables with current data (or estimates) on the value of imports from and exports to their most important trading partners. The quarterly issues, yearbook, and CD-ROM of the DOTS present, for most member countries of the IMF, current figures on the value of merchandise exports and imports disaggregated according to their most important trading partners. Estimation occurs if a reporting country does not report trade with its partners for a specific period. Data are estimated for all partners and not for some of the partners. In the absence of some or all the monthly DOTS, quarterly or annual reported DOTS are used. When information is not reported and is inadequate to support the estimation techniques, the data are extrapolated using a matrix of trade among broad country groups.

Book excerpt: This paper presents the quarterly issue of the IMF’s Direction of Trade Statistics (DOTS). The term “country,” as used in this publication, does not in all cases refer to a territorial entity that is a state as understood by international law and practice; the term also covers some non-sovereign territorial entities, for which statistical data are maintained and provided internationally on a separate and independent basis. The information on exports and imports by trading partners that countries report to the Fund varies in terms of frequency and currentness. No estimates, however, are compiled for periods prior to 1981 or based on benchmark data referring to 1980 or earlier. Moreover, data reported from countries’ own records, even with longer delays, continually broaden the base of reported data, thereby replacing previously estimated figures. Area and world totals are compiled from reported data and these estimates.

Country pages include lines for all partner countries that have been reported, estimated, or extrapolated. As a result of reporting and processing lags, trade data for a given period are often released before all customs documents for the period have been processed.

Given the increasing focus on the economic power of some developing countries, for example the 2013 Human Development Report’s “Rise of the South”, it is particularly appropriate and timely. [NP] The book’s findings are based on rigorous empirical examination of South–South trade and finance and it provides an even-handed assessment from the perspective of long-term development goals rather than mainstream welfare approaches or ideological/theoretical worldview. [NP] This work directly engages with the ‘new developmentalism’ literature that has challenged the neoliberal orthodoxy and its policy approach, which focuses on liberalization, privatization, and deregulation. It also engages with literature by examining whether the increase in South–South trade facilitates or inhibits the possibilities for developmentalist economic policy in developing countries. The book shows concrete and positive results from South–South trade particularly related to industrial development and also documents how South–South trade is dominated by large developing countries and that South–South trade liberalization may be counterproductive.

The IMF publishes calculated effective exchange rates data only for countries that have given their approval. The IMF cannot allocate SDRs to itself but receives them from members through various financial transactions and operations. Entities authorized to conduct transactions in SDRs are the IMF itself, participants in the SDR Department, and other “prescribed holders.” The IMF quota increase under the Fourteenth General Review of Quotas became effective recently. The details regarding the associated change can be found in the IMF Press Release No. 16/25, dated January 27, 2016. The effect of quota payments is reflected in the following Fund Accounts for those members that have made their quota payments: Quota, Reserve Tranche Position, Fund Holdings of Currency, SDR Holdings. It is also reflected in the international liquidity and central bank data.

Book excerpt: This paper assesses external trade statistics in Lao PDR by looking at mirror statistics, and with reference to international experience in compilation and dissemination of external trade data. We find that exports could be underreported by 8 to 50 percent, while imports could be underreported by 30 to 70 percent, and the trade deficit could be 20 percent to 280 percent higher. Underreporting is concentrated in trade with major partners, including Thailand (17 percent of total trade), China (10 percent of total trade) and Vietnam (3 percent of total trade). On the export side, underreporting is concentrated in wood and wood products, while for imports it is concentrated in a much wider variety of products, including food, fuel, vehicles, machinery, chemical products, plastics and rubber, and construction materials. Possible sources and implications of these discrepancies are discussed.

In the absence of some or all of the monthly Direction of Trade Statistics (DOTS), quarterly or annual reported DOTS is used. Annual reported data to the UN COMTRADE database are treated as reported to the IMF. When only annual or quarterly data are available, the monthly trade between country A and B is distributed over the relevant months using the following information (in order of priority): the monthly value of the partner trade reported by country B; the monthly total value of imports and exports reported in the IMF’s International Financial Statistics (IFS) by country A; or the monthly value of trade that all other partner countries have reported with country A for the specific month. The monthly distribution is done through a time-series procedure that reproduces at the best the month-to-month changes of the information available at the monthly level and, simultaneously, produces estimates that are consistent with quarterly or annual data reported by countries. Estimates are computed for months, and then quarterly and annual totals are obtained by summation.
