Book excerpt: The writings in this edition explore historical and contemporary issues in Ethiopia as the country underwent change and celebrated its new millennium. However, despite the recognizance of socio-economic and political changes, Ethiopia still faces enduring problems and challenges to its stability and continuity. The political past haunts the country while it is facing the future with optimism and hope. The contributors in this edition examine historical and contemporaneous issues with different lenses; they investigate the multiplicity and complexity of the contradictions that define traditional and modern Ethiopia. The contributions highlight the significance of the instability, dislocation, conflict and transformation inherent in any society. None of these writings, however, celebrate the forces that create the conflict; they are cautious not to glorify the present and romanticize the past. On the contrary, they seek to contextualize the challenges which the country faces with a view to open a dialogue, not exclusively among Ethiopians, but with scholars and social activists in the rest of Africa, as well as the international community. The contributions cover and examine such important topics as historiography, political power and legitimacy, ideology and radical views, knowledge transmission and modernity, emigration and the Ethiopian Diaspora, ethnic and linguistic identity, patriarchy and feminist discourses in a traditional society, public policies and economic development, traditional and modern art and culture, and neo-liberalism and globalization. This book was published as a special issue of African Identities.

In line with modern urban life Ethiopians also organize and express their interests in non-governmental organizations, the independent press and advocacy groups representing political and social alternatives. The contributors to this book analyze the democratic potential of these movements and practices, their ability to give a voice to the view from below and their potential contribution to a more genuine participation by the majority of Ethiopians in democratic decision making and bringing the sovereignty of the people a step closer to reality.

How was an autocratic emperor replaced by a totalitarian dictator? An unexpected popular upsurge in February 1974 made the ancien regime of Emperor Haile Selassie buckle. The Derg, a group of army officers led by an obscure and ruthless major Mengistu Hailemariam, seized power by military coup in September 1974 and removed the Emperor. What was the 'red terror'? The callous executions of members of the old regime initiated a cult of violence. The Derg were united by the shedding of blood. Search and destroy campaigns against militants led on to the full-blown 'red terror' in which thousands of the regime's opponents were brutally murdered in the streets. In what way was 'transitional justice' administered? The main officials were found guilty of genocide and crimes against humanity by the Ethiopian Federal High Court and sentenced to life imprisonment. Some of the minor officialshad already been sentenced to death, whilst President Mugabe has given Mengistu Hailemariam sanctuary in Zimbabwe. Book excerpt: The 1991 government change in Ethiopia ushered in a centralised system of governance, aimed to bring about harmony and cooperation between different groups and to promote local self-rule. It has proceeded in two phases: 1991-2001 centred on creating and powering National/Regional Governments, termed mid-level decentralisation. Further powers were devolved in 2001 through the District Level Decentralization Program and Urban Management Profram. This volume brings together studies by the Forum for Social Studies and others, with the aim of identifying knowledge gaps for further research and to generate debate on the issues in Ethiopia. The study is in two parts: a literature review seeking to document existing studies and highlight research gaps; and field work which involved a rapid assessment of eight weredas and two kifle ketemas in Addis Ababa. The other three studies are synopses of master theses submitted to the Institute of Regional and Local Development Studies of Addis Ababa University.

There is now a growing acknowledgment within the scholarly and policy communities that Islamism is in the throes of transformation, but little is known about the nature and direction of these changes. The essays of Post-Islamism bring together young and established scholars and activists from different parts of the Muslim World and the West to discuss their research on the changing discourses and practices of Islamist movements and Islamic states largely in the Muslim majority countries. The changes in these movements can be termed 'post-Islamism,' defined both as a condition and a project characterized by the fusion of religiosity and rights, faith and freedom, Islam and liberty. Post-Islamism emphasizes rights rather than merely obligation, plurality instead of singular authoritative voice, historicity rather than fixed scriptures, and the future instead of the past.

Book excerpt: For more than a century, from 1900 to 2006, campaigns of nonviolent resistance were more than twice as effective as their violent counterparts in achieving their stated goals. By attracting impressive support from citizens, whose activism takes the form of protests, boycotts, civil disobedience, and other forms of nonviolent noncooperation, these efforts help separate regimes from their main sources of power and produce remarkable results, even in Iran, Burma, the Philippines, and the Palestinian Territories. Combining statistical analysis with case studies of specific countries and territories, Erica Chenoweth and Maria J. Stephan detail the factors enabling such campaigns to succeed and, sometimes, causing them to fail. They find that nonviolent resistance presents fewer obstacles to moral and physical involvement and commitment, and that higher levels of participation contribute to enhanced resilience, greater opportunities for tactical innovation and civic disruption (and therefore less incentive for a regime to maintain its status quo), and shifts in loyalty among opponents' erstwhile supporters, including members of the military establishment. Chenoweth and Stephan conclude that successful nonviolent resistance ushers in more durable and internally peaceful democracies, which are less likely to regress into civil war. Presenting a rich, evidentiary argument, they originally and systematically compare violent and nonviolent outcomes in different historical periods and geographical contexts, debunking the myth that violence occurs because of structural and environmental factors and that it is necessary to achieve certain political goals. Instead, the authors discover, violent insurgency is rarely justifiable on strategic grounds.
