Based on research in the Democratic Republic of Congo (DRC) and the Central African Republic (CAR), Peer Schouten maps more than a thousand of these roadblocks to show how communities, rebels and state security forces forge resistance and power out of control over these narrow points of passage. Schouten reveals the connections between these roadblocks in Central Africa and global supply chains, tracking the flow of multinational corporations and UN agencies alike through them, to show how they encapsulate a form of power, which thrives under conditions of supply chain capitalism. In doing so, he develops a new lens through which to understand what drives state formation and conflict in the region, offering a radical alternative to explanations that foreground control over minerals, territory or population as key drivers of Central Africa's violent history.

Book excerpt: This anthology explores the political nature of making order through policing activities in densely populated spaces across Africa, Asia and Latin America. Based on ethnographic research, the chapters analyze this complex with respect to marginalized young men in Haiti, community policing members and national politicians in Swaziland as well as other individual and collective actors engaged in policing and politics in Indonesia, Swaziland, Ghana, South Africa, Mexico, Bolivia, Haiti and Sierra Leone. What these contexts have in common is a plurality of order-making practices. Not one institution monopolizes the means of violence or a de facto sovereign position to do so. A number of interests are played out simultaneously, entailing re-negotiations over the very definition of what ‘order’ is. How and by whom a particular order is enforced is contested, at times violently so, and is therefore inherently political. In the existing literature on weak states, legal pluralism and policing in the Global South it is seldom made explicit that making order is a route to power and positions of political decision-making. It is this gap in the literature that this anthology fills, as it analyses the politics at stake in processes of order-making.

Former NATO secretary-general Rasmussen posited that this approach not only makes senseit is necessary. Yet with the rise of asymmetric warfare and the emergence of new constructs, the comprehensive approach is not supported by a necessary framework, model, or theory. Indeed, if the military alone is unable to solve the root cause of conflicts, then other elements of national and international power must collaborate more closely. In SynergyA Theoretical Model of Canadas Comprehensive Approach, author, senior lecturer and strategic management consultant Eric Dion proposes a theoretical model for this new approach: How can such an integrated decision-making model be constructed for the comprehensive approach? Where and when, who and with whom, what, how, why, and to what effect can such a model be employed? Synergy answers these questions with an integrated theoretical model constructed of six management dimensions: the situational context, the sociocultural, the organisational structure, the strategic policies, the systemic processes, and the synergy dynamics. Together, these six dimensions fundamentally represent what would be the basic constructs for a more integrated theoretical model of the comprehensive approach.
