Book Digital switchover of television and radio in the United Kingdom

Download or read book Digital switchover of television and radio in the United Kingdom written by Great Britain: Parliament: House of Lords: Select Committee on Communications and published by The Stationery Office. This book was released on 2010-03-29 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee warns of a major public reaction against radio digital switchover, scheduled for 2015, unless the Government make the case for switchover and keep the public informed about its impact. There is 'public confusion and industry uncertainty' over radio switchover and concern that due to the lack of public information people are still buying analogue radios which will be out of date in a few years time. Retailers gave evidence stating that they are not getting adequate information on switchover plans so are unable to offer consumers accurate guidance when making purchases. The report also points out that car manufacturers are still fitting analogue radios in new cars and digital radios will not be fitted as standard in all cars until 2013.The radio switchover is contrasted with the television switchover programme, finding that the benefits of TV switchover were well understood, in contrast surveys show that the public are generally happy with the present FM radio system and with the range of programmes that are provided. The Committee recommends urgent steps on a range of actions including: providing a detailed plan for universal digital radio coverage including how it is to be funded; developing a policy for the long term use of FM; devising a help scheme for radio switchover financed by general taxation rather than the BBC licence fee; ensuring new digital car radios are fitted with a multi-standard chip to enable their use overseas; encouraging radio manufacturers and retailers to devise a sensible scrappage scheme for redundant analogue radios. It is also noted that the BBC and Government disagree over whether the cost of universal digital coverage of their national stations can be met under the current licence fee. The report says that it is essential that a 'firm and unambiguous' plan for funding the completion of build-out of the digital radio service is put in place as soon as possible. The report concludes reversing current policy would be unproductive given the amount of investment in digital radio already and while the switchover in 2015 is ambitious a change of target date is not favoured at this stage.

This IRIS plus on the situation in Russia and the ten other countries of the Commonwealth of Independent States as well as ten selected States of South-East Europe shows how painfully slow the journey from tried and trusted analogue TV to the pleasure of digital viewing can be.

Book excerpt: The agenda for transition after the demise of communism in the Western Balkans made the conversion of state radio and television into public service broadcasters a priority, converting mouthpieces of the regime into public forums in which various interests and standpoints could be shared and deliberated. There is general agreement that this endeavor has not been a success. Formally, the countries adopted the legal and institutional requirements of public service media according to European standards. The ruling political elites, however, retained their control over the public media by various means. Can this trend be reversed? Instead of being marginalized or totally manipulated, can public service media become vehicles of genuine democratization? A comparison of public service media in seven countries (Albania, Bosnia & Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, and Serbia) addresses these important questions.

Book Pedagogy in Practice

Download or read book Pedagogy in Practice written by and published by Bloomsbury Publishing. This book was released on 2022-07-30 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book showcases the application of evidence-based teaching and learning strategies in the field of media and communication studies, with specific reference to hands-on projects on media policy analysis. The intent of the book is to translate theoretical ideas and knowledge in the light of the new pedagogic developments and effective learning and teaching designs that can be taken up in any classroom setting and can be applied to any curriculum in higher and further education. A precise but comprehensive review has been undertaken in respect of 'media education' and 'pedagogy and teaching-learning strategies' as a base towards relooking at innovative instructional and learning designs for disciplinary teachings. Practicing educators of media education and new media studies authentically report on work-based 'projects' as 'pedagogy' as well as teaching and learning practice for transacting curriculum at the masters' level, and demonstrate how pedagogic interventions can ease out learners and instructors to make teaching and learning handy and engaging. It underlines 'project-based learning' as one of the good practices in teaching media policy and delivering practical experiences to students in discerning policy formulations, its foundations, shifts, and challenges. In short, it may be referred as a handbook of hands-on projects on media policy analysis. It is also, at the same time, envisioned as a resource book for similar academic initiatives, and would be useful across curricula that focus on Media Studies, Law, and other Social Sciences.

Available in PDF, EPUB and Kindle. Book excerpt: European Media provides a clear, concise account of the structures, dynamics and realities of the changing face of media in Europe. It offers a timely and illuminating appraisal of the issues surrounding the development of new media in Europe and explores debates about the role of the media in the formation of a European public sphere and a European identity. The book argues that Europe offers an ideal context for examining interactions between global, regional and national media processes and its individual chapters consider: the changing structure of the European media; the development of new media; the Europeanization of the media in the region; the challenges for the content; and audiences. Special emphasis is given to the transformation of political communication in Europe and the alleged emergence of a European public sphere and identity. European Media: Structures, Politics and Identity is an invaluable text for courses on media and international studies as well as courses dealing with European and national policy studies. It is also helpful to students, researchers and professionals in the media sector since it combines hard facts with theoretical insight.

Book European Media Policy for the Twenty First Century

Download or read book European Media Policy for the Twenty First Century written by Seamus Simpson and published by Routledge. This book was released on 2016-01-29 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: Media policy issues sit at the heart of the structure and functioning of media systems in Europe and beyond. This book brings together the work of a range of leading media policy scholars to provide inroads to a better understanding of how effective media policies can be developed to ensure a healthy communication sector that contributes to the wellbeing of individual citizens, as well as a more democratic society. Faced with a general atmosphere of disillusionment in the European project, one of the core questions tackled by the volume’s contributors is: what scope is there for European media policy that can exist beyond the national level? Uniquely, the volume’s chapters are structured around four key policy themes: media convergence; the continued role and position of public regulatory intervention in media policy; policy issues arising from the development of new electronic communication network environments; and lessons for European media policy from cases beyond the EU. In its chapters, the volume provides enriched understandings of the role and significance of policy actors, institutions, structures, instruments and processes in communication and media policy.

This book was released on 2007-11-15 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: In March 2006, the Government published its White Paper on the BBC ("A public service for all: the BBC in the digital age", Cm. 6763 (ISBN 9780101676328)) which set out the framework for the BBC's role as a public service broadcaster over the next ten years. Given the concerns that have been raised over the future sustainability of the current public service broadcasting system, the Committee's report examines a range of issues including: the prospects for maintaining plurality in public service broadcasting in the digital age; the practicality of continuing to impose public service obligations on commercial broadcasters; the viability of existing funding models for ITV, Channel 4 and Five; and the case for public funding of broadcasters in addition to the BBC. Amongst its findings, although the Committee notes its overall confidence in the viability of most types of public service content, it recognises that some content is already coming under pressure and that this is likely to increase over time. The report argues that the BBC should not be left as the only supplier of public service content in any area of programming, as the maintenance of plurality is an important public policy objective. Public funding, using licence fee income or general taxation, should be made available to all broadcasters on a contestable basis, to bring the benefits of competition to the provision of public service content that the market might not otherwise provide, such as UKproduced children's programming or regional programming.

Book Public Bbc First Report of Session

Download or read book Public Bbc First Report of Session written by Great Britain. Parliament. House of Commons. Culture, Media, and Sport Committee and published by The Stationery Office. This book was released on 2004 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report on the BBC's Charter review focuses on four inter-related issues: i) the scope and remit of the BBC in the context of the growth of digital TV and on-going technological developments in audiovisual communications; ii) its funding mechanism; iii) its governance and regulation; and iv) whether a Charter provides the most appropriate means of establishing the Corporation in a rapidly-changing communications environment. Key aspects considered include the role, definition and scope of public service broadcasting, the growth of multichannel television, the on-going roll-out of broadband networks, and the Government's plans to switch off the analogue television signal. The report makes 38 conclusions and recommendations, including i) the BBC should be placed on a statutory basis by Act of Parliament at the earliest opportunity, with allowance for pre-legislative scrutiny by a joint Committee of both Houses; with a five year Charter to cover the interim period, between the date the current Charter expires at the end of 2006 and the passing of the recommended legislation; and ii) fundamental changes in the governance system of the BBC, with responsibility for corporate governance separated from maintenance and regulation of its independence.
