German military history is typically viewed as an inexorable march to the rise of Prussia and the two world wars, the road paved by militarism and the result a specifically German way of war. Peter Wilson challenges this narrative. Looking beyond Prussia to German-speaking Europe across the last five centuries, Wilson finds little unique or preordained in German militarism or warfighting. Iron and Blood takes as its starting point the consolidation of the Holy Roman Empire, which created new mechanisms for raising troops but also for resolving disputes diplomatically. Both the empire and the Swiss Confederation were largely defensive in orientation, while German participation in foreign wars was most often in partnership with allies. The primary aggressor in Central Europe was not Prussia but the Austrian Habsburg monarchy, yet Austria’s strength owed much to its ability to secure allies. Prussia, meanwhile, invested in militarization but maintained a part-time army well into the nineteenth century. Alongside Switzerland, which relied on traditional militia, both states exemplify the longstanding civilian element within German military power. Only after Prussia’s unexpected victory over France in 1871 did Germans and outsiders come to believe in a German gift for warfare—a special capacity for high-speed, high-intensity combat that could overcome numerical disadvantage. It took two world wars to expose the fallacy of German military genius. Yet even today, Wilson argues, Germany’s strategic position is misunderstood. The country now seen as a bastion of peace spends heavily on defense in comparison to its peers and is deeply invested in less kinetic contemporary forms of coercive power.

The Allied victors disbanded the German armed forces after World War II, only to press for the arming of the Federal Republic of Germany under the altered political conditions of the cold war. This book is the first comprehensive narrative and analysis of the efforts of German military professionals to discover for their new army an acceptable body of tradition in the proud, ambiguous, and at times criminal history of the German soldier. The author shows that, despite a complex of political obstacles, the founders of the Bundeswehr generally succeeded in persuading the international community and Germany itself that the army of the 1950s and 1960s would not revive the militarism of the past. However, the rapidity of the military buildup was a major drawback to their reform ideas. Certain officers and NCOs in the Bundeswehr undercut changes made by the leadership, and the debate on tradition building became a major political issue in the Federal Republic and NATO. This study is an analysis of that unification from its beginning in July 1990 to the end of summer of 1993 when all applications for future service of former NVA officers and non-commissioned officers had been processed. Using numerous un-published sources and interviews, the author addresses the following areas: the organization used by the Bundeswehr and the political control exerted in the Takeover, the key decisions reached and the explanation of these decisions, the relationship of the Takeover to the new Army Structure 5 being implemented at the time, and the effect of the Takeover on the Bundeswehr's operational readiness, especially its ability to perform its new tasks identified in the spring 1991. The first scholarly study of the Takeover, this study focuses on 11 key decisions, made not only for military reasons, but also for political, economic, social, and psychological purposes. Overall, the Takeover was a success in light of the numerous goals it achieved while avoiding the outbreak of violence. The Bundeswehr achieved this success mainly because it relied on liberal democratic principles, including those comprising the unique German concept of Innere F^Duhrung (civic education and moral leadership). This book also provides an overall evaluation of the Takeover and contributes to theory-building on army amalgamations.
