El PMSJ es un proyecto cuya finalidad es la de gestionar y canalizar los recursos de la cooperación internacional del Banco Mundial para el apoyo a las siguientes instituciones del sector justicia del Perú: " Poder Judicial " El Ministerio Público " La Academia de la Magistratura " El Consejo Nacional de la Magistratura El apoyo técnico-económico está orientado a: El fortalecimiento de los Recursos Humanos, el Planeamiento, Tecnología de Información, Gestión Administrativa, el Mejoramiento de los Servicios de Justicia y el Acceso a la Justicia. El proyecto se encuentra actualmente en el cierre de su primera etapa (setiembre 2009) y en la fase de formulación del estudio de Factibilidad para el inicio de las operaciones de la segunda etapa que contará con mayores recursos. Todo el proceso de Contrataciones y Adquisiciones, tema del presente documento, se encuentra descrito en el Manual de Operaciones del Proyecto y su ejecución tiene por marco a los planes operativos anuales formulados. Durante la primera etapa se identificaron los siguientes problemas en la gestión: a. Los tiempos para los procesos de contrataciones y adquisiciones superan casi siempre lo establecido en el MOP. b. Elevados tiempos pago a proveedores por desbalance en la carga de trabajo y factores externos. c. Nivel de ejecución financiera no ha superado el 88% en Fase 1. d. UCP consume excesivos recursos para la atención de auditorías (internas, externas: banco, Contraloría y contratadas). Disponibilidad de información deficiente. e. Algunos procesos de CyA se truncan afectando el rendimiento de la UCP. De tal forma que se identificaron la siguientes oportunidades de mejora: " Efectuar ajustes al MOP basados en métricas e información histórica." Es posibl.
