Book excerpt: The Trans-Asian Railway (TAR) project is part of the integrated Asian Land Transport Infrastructure Development (ALTID project. The routes for the projected North-South corridor of TAR would commence at Helsinki (Finland) and end at the port of Bandar Abbas on the Southern coast of Iran. The sections currently under construction are located in Iran, Kazakhstan and Turkmenistan. Four different track gauges have to be inter-connected in the TAR. Other problem areas include:- delays at border crossings; the enhancement of traffic information and forecasting systems; the need for co-operation in operational planning and tariff structure; the importance of recommended minimum technical standards.

ESCAP, through the Asian Land Infrastructure Development (ALTID) project has sought to establish a rail network capable of competing with shipping lines. A Policy-level Expert Group has agreed to setting up demonstration runs along the proposed rail network routes.

After the opening of Japan in the mid-nineteenth century, the country achieved import substitution of locomotives in half a century. This book explores the social capability of Meiji Japan to overtake the advanced countries in railway technology. Parallel with the expansion of the Japanese empire, a large team of engineers constructed and operated the colonial government railways of Taiwan and Korea and the South Manchuria Railway. The book clearly outlines the education and training of these engineers. The management capabilities of the colonial railways and South Manchuria Railway were transferred to the postwar period, and such expertise supported the economic development of each country and region. These dramatic East Asian experiences of railway development are compared with European cases, mainly German railways.
