It combines a wide range of historical sources with innovative digital research methods to provide a comprehensive and systematic overview. Government letters and court documents highlight the diverse range of fishing fleets from across Europe that visited Irish waters in the early sixteenth century, bringing wealth and cultural influence to the native Irish, who developed complex systems to protect and tax the visitors. Furthermore, trade records illustrate that fish was Ireland's premier export in the late fifteenth and early sixteenth centuries. However, a range of factors led to the industry's collapse by the end of the sixteenth century: the Tudor conquest which disrupted fishing operations and fundamentally altered who controlled fishing resources; the destabilization of Irish waters resulting from the terrestrial conflict, which allowed pirates to thrive; an influx of cheap cod from the newly exploited fisheries in Newfoundland which changed consumption patterns in Ireland and across Europe; and shifting climatic conditions and decades of over-exploitation which meant fewer fish and poorer catches. Overall, the book reveals that fisheries form a vital part of the broader environmental, political, and economic history of Ireland.

Overall, it provides direct employment for some 1,660 people, both within the fleet itself and in ancillary areas, such as fish processing and marketing, boat building and repairs, chandlery and harbour administration. At June 2006, the Northern Ireland fleet comprised just over 300 vessels. This report examines the Department of Agriculture and Rural Development's handling of a series of 'Vessel Modernisation' and 'Vessel Decommissioning' Schemes over the period 1994 to 2005 and considers the impact of assistance on the Northern Ireland fleet. The Department should have established, through a survey or inventory, the specific modernisation needs of the fleet and fully defined the priority areas for development, before introducing the 1994-99 scheme. The Department also failed to apply the criterion that the minimum amount of assistance is provided to bring about the benefits of each project. The later 2002 scheme was better administered, but the report identifies scope for further improvements. To date 100 vessel-owners have decommissioned their vessels in return for grant. Concern is expressed over the accuracy of catch data on which some decisions were made, and the report highlights cases where misinterpretation of advice led to wrongful refusal of grant. But the overall impact of decommissioning on the Northern Ireland fishing fleet is hard to determine, as there is no established agreement on what the optimum size and structure of the fleet should be.

The eager adoption of successive governments in recent decades of a neo-liberal economic model, more particularly de-regulation in banking and construction, has recently led the Republic of Ireland to the most extreme economic crash of any western society since the Great Depression.
