Book excerpt: A significant portion of lifecycle costs for launch vehicles are generated during the operations phase. Research indicates that operations costs can account for a large percentage of the total life-cycle costs of reusable space transportation systems. These costs are largely determined by decisions made early during conceptual design. Therefore, operational considerations are an important part of vehicle design and concept analysis process that needs to be modeled and studied early in the design phase. However, this is a difficult and challenging task due to uncertainties of operations definitions, the dynamic and combinatorial nature of the processes, and lack of analytical models and the scarcity of historical data during the conceptual design phase. Ultimately, NASA would like to know the best mix of launch vehicle concepts that would meet the missions launch dates at the minimum cost. To answer this question, we first need to develop a model to estimate the total cost, including the operational cost, to accomplish this set of missions. In this project, we have developed and implemented a discrete-event simulation model using ARENA (a simulation modeling environment) to determine this cost assessment. Discrete-event simulation is widely used in modeling complex systems, including transportation systems, due to its flexibility, and ability to capture the dynamics of the system. The simulation model accepts manifest inputs including the set of missions that need to be accomplished over a period of time, the clients (e.g., NASA or DoD) who wish to transport the payload to space, the payload weights, and their destinations (e.g., International Space Station, LEO, or GEO). A user of the simulation model can define an architecture of reusable or expendable launch vehicles to achieve these missions. The Air Force became concerned about the NAI's possible consequences on Air Force programs and budget if NAI program decisions differed from Air Force priorities. To examine this issue, it asked the NRC for an independent review of the NAI. This report presents the results of that assessment. It focuses on three questions asked by the Air Force: is NAI technically feasible in the time frame laid out; is it financially feasible over that period; and is it operationally relevant.

More routine, affordable access to space will entail aircraft-like quick turnaround and reliable operations. Currently, the space Shuttle is the only reusable launch vehicle, and even parts of it are expendable while other parts require frequent and extensive refurbishment. NASA's highest priority new activity, the Reusable Launch Vehicle program, is directed toward developing technologies to enable a new generation of space launchers, perhaps but not necessarily with single stage to orbit capability. This book assesses whether the technology development, test and analysis programs in propulsion and materials-related technologies are properly constituted to provide the information required to support a December 1996 decision to build the X-33, a technology demonstrator vehicle; and suggest, as appropriate, necessary changes in these programs to ensure that they will support vehicle feasibility goals.

Available in PDF, EPUB and Kindle. Book excerpt: This study classifies launch contracts into three types: government (GLs), commercial (CLs) and commercial-like launches (CLLs). Contrary to a view that GLs are more reliable, it found that the launch reliabilities under all three types cannot be considered statistically different with 95 percent confidence. An analytic approach was developed to determine whether a particular government launch program should be procured commercially. The study recommends an evolutionary approach to space launch commercialization, starting with small launchers and then medium-lift launchers such as the Deltas and Atlases. Whether the Titan IVs should be commercialized in the future depends on how well the commercialization of medium-lift launchers fares. The study also recommends that the Department of Defense concentrate its new launcher development on the most commercially relevant range, which is the capability to lift 10,000 to 50,000 pounds of payload into low earth orbits. Other recommendations are related to the deletion of undesirable contract features and steps to strengthen launch competitiveness.

Book excerpt: A hazard analysis for the test firing of NASA's Space Launch System core stage is performed using a systems-based alternative to the traditional reliability-based method. The method used, Systems-Theoretic Process Analysis (STPA), is shown to be a versatile and powerful tool in this application and by extension the development of future space launch vehicles. The Boeing Company has been selected by NASA as the prime contractor for the Space Launch System (SLS) cryogenic stages. As such, they are working with NASA to develop a comprehensive hazard analysis for core stage test firing and eventual launch operations. Developing, testing, and launching rockets is an inherently complex and high risk endeavor. Preceding the launch itself, one of the highest risk times in the operation of a rocket is the static fire testing, also called a hot fire. Hundreds of parameters need to be monitored in real time in order to ensure the system is operating nominally and equipment damage (and possible injury or death) will not occur. Depending on the point of the testing and the resultant speed at which events are occurring, different levels of automatic safing conditions and operator actions are required to protect the vehicle. Traditionally, the way these safing conditions are derived is through the evaluation of hazard reports, which are themselves based on a "reliability" model: hazards are seen to arise from the failure of individual components and are thus primarily mitigated through increasing component reliability or adding in redundancy. With the level of complexity and required safety of today's launch systems, it is beneficial to evaluate a new approach to identifying the underlying hazards in a system, including ones that arise from unsafe component interactions and not simply failures
