It describes the technologies being adopted in China for meeting food security challenges, with the main focus being on soils. China is a large and diverse country, and what happens there has a global impact. In the past decades, China has achieved remarkable increases in food production, feeding nearly 20% of the world population with less than 10% of the arable land. This great achievement was mainly based on the intensive use of chemical inputs like fertilizers and pesticides, which in turn caused environmental pollution and food safety issues. China has fully realized this important issue and has adopted a “Zero Growth” policy to restrict the further increase in chemical fertilizers after 2020. Chinese scientists have developed regional optimum crop management practices and guidelines to increase crop yield and nutrient use efficiencies compared with current farming practices. Chinese agricultural soil is also currently in critical condition with severe environmental pollution. These agricultural practices need improvement to maintain sustainable food production with minimum environmental footprint. At present, the traditional mode of agricultural production in China is difficult to sustain. This book offers case studies and sustainable solutions for transforming agricultural sciences in China. The book is a useful reading material for stakeholders such as governments, policymakers, research institutions, and farmers.

China’s per capita endowment of arable land is low and water scarcity is of particular concern. Not only is China’s endowment of water resources extremely low, but it is also badly distributed, with the North China Plain having one of the lowest per capita endowments in the world. The serious water shortage, particularly in the north of China, is exacerbated by poor efficiency in its use and contradictions in the way water is allocated, distributed and managed. Water pollution is contributing to water shortages as well as increasing the cost of provision of water for agriculture. Since agriculture is the main consumer of water and one of the main users of land resources, China’s future development critically depends on initiatives that will raise the efficiency and efficacy of the use of these resources. In June 2006, the OECD and the Chinese Government invited specialists and experts with a wide range of expertise to address these issues and to provide answers to the following questions: How can balance be achieved between the objectives of expanding food production, raising rural welfare, opening up the domestic market to international trade and protecting the environment? How might policy measures be changed or shifted towards market-based policy instruments to ensure that polluters pay and providers of environmental benefits are rewarded? What would be the best policy mix in China combining taxes and payments, regulations, and voluntary and stakeholder participation in watershed and land resource management to further environmental and social objectives, and long term sustainability? These questions and issues were debated on the basis of the papers reproduced in this publication. They offer the reader timely analytical and policy thinking by a number of highly regarded experts on China’s agri-environmental issues and policies.

Book excerpt: Sustainable agricultural development comprises sustainability of agricultural production, sustainability of the rural economy, ecological and environmental sustainability within agricultural systems and sustainability of rural society. China's prime aim is to ensure current and future food security. Based on projections of China's population, its economy, societal factors and agricultural resources and inputs between 2000 and 2050, total grain supply and demand has been predicted and the state of food security analyzed. Total and per capita demand for grain will increase continuously. Total demand will reach 648 Mt in 2020 and 700 Mt in 2050, while total grain yield of cultivated land will reach 470 Mt in 2010, 585 Mt in 2030 and 656 Mt in 2050. The per capita grain production will be around 360 kg in the period 2000-2030 and reach 470 kg in 2050. When productivities of cultivated land and other agricultural resources are all taken into consideration, China's food self-sufficiency ratio will increase from 94.4% in 2000 to 101.3% in 2030, suggesting that China will meet its future demand for food and need for food security. Despite this positive assessment, the country's sustainable agricultural development has encountered many obstacles. These include:a. agricultural water-use shortage; b. cultivated land loss; c. inappropriate usage of fertilizers and pesticides, and d. environmental degradation.This paper aims to give an insight into opportunities and challenges of sustainable agricultural development in China. It also introduces the concepts and aims of Chinese sustainable agriculture. The paper concludes that the current ecological agricultural development in China is the result of a long-term planning system and the outcome of a number of market principles that have been introduced in the last three decades. It is imperative to move the ideology of ecological agriculture into the political realm and promotes a continuous dialogue between researchers, practitioners, and policy makers.

On the supranational level, the Food and Agriculture Organization (FAO) has committed itself to this task and continuously works towards combating hunger and malnutrition worldwide. At the World Food Summit in Rome in 1996, the organization and 186 country leaders developed a framework and complex definition of food security that is still valid today: “Food security exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food that meets their dietary needs and food preferences for an active and healthy life” (World Food Summit 1996). This definition reflects the complexity and multidimensionality of the topic, as it includes a sufficient availability of qualitative valuable food, access to adequate nutritional resources, as well as stability and utilization. The latter emphasizes the inherent need for complementary resources like clean water and sanitary facilities, whereas the dimension of stability adds the indispensability of resilience and predictability of sufficient food resources to prevent losing access to food due to external shocks. Likewise, food itself is also multidimensional. As it is needed continually and on a regular basis, timing and daily availability are central requirements. Additionally, food must be available at a reasonable price at the market and moreover fulfils socio-cultural functions. As each culture has its own diet traditions and norms, not everything edible is socially or culturally accepted. Constraints and preferences must therefore be considered when assessing a country ́s food security. To evaluate the development of China ́s food security over the last three decades, this paper analyzes the aspect of food availability by elaborating the development of the country ́s meat and crop production, its import and export volumes as well as its population size and diet habits. Thereafter, major challenges for food security in China, such as an unsustainable use of resources, the impact of climate change and of urbanization, are illustrated. The discussion is then followed by an outlook on promising and viable solutions to maintain and further increase China's future food availability and thus meet the central requirement of national food security.
