Book excerpt: Risk managers at federal facilities often need a risk-based tool to rapidly assess the possible human health risks of large numbers of sites before completing a baseline risk assessment. Risk-based concentrations, based on Preliminary Remediation Goal (PRG) development methodology, can be used as screening guideline values. We have developed a set of guideline values (GVs) for the Mound Facility at Miamisburg, Ohio, that are risk based, decision-making tools. The GVs are used (with regulatory approval) to rapidly assess the possibility that sites may be considered for {open_quotes}no action{close_quotes} decisions. The GVs are neither PRGs nor final remedial action levels. Development of the GVs on a facilitywide basis incorporated known contaminants of potential concern, physical and chemical characteristics of contaminated media, current and potential future land uses, and exposure pathway assumptions. Because no one site was used in the development process, the GVs can be applied (after consideration of the land use and exposure potential) to any site on the facility. The facilitywide approach will streamline the PRG development process by minimizing the efforts to develop site-specific PRGs for each operable unit at a considerable saving of time and effort.

The last decade has seen growing interest in using aggressive source remediation technologies to remove contaminants from the subsurface, but there is limited understanding of (1) the effectiveness of these technologies and (2) the overall effect of mass removal on groundwater quality. This report reviews the suite of technologies available for source remediation and their ability to reach a variety of cleanup goals, from meeting regulatory standards for groundwater to reducing costs. The report proposes elements of a protocol for accomplishing source remediation that should enable project managers to decide whether and how to pursue source remediation at their sites.

The cleanup of these sites is proceeding under legally enforceable agreements with timelines for hundreds of milestones. EM is reviewing alternative approaches to increase effectiveness and improve cost efficiencies of its cleanup activities, especially for sites that will have residual contamination when active cleanup is complete. This report is the summary of two workshops convened in October 2013 and January 2014 on best practices for risk-informed remedy selection, closure, and post-closure control of radioactive and chemically contaminated sites that present significant difficulty for remediation to unrestricted release. The workshop series aimed to explore best practices that promote effective, risk-informed decision making and future opportunities to improve remediation approaches and practices.In the Workshop #1 section of Best Practices for Risk-Informed Decision Making Regarding Contaminated Sites, the report examines holistic approaches for remediating sites with multiple contaminant sources and post-closure uses, and approaches for incorporating a sustainability framework into decision making regarding site remediation, closure, and post-closure control. In Workshop #2, the report focuses on post-closure controls, assessment of long-term performance of site remedies, and best practices for risk-based remediation decisions.

The Institute was focused on in situ and onsite management of contaminated sites. The objective of the Institute was to balance state of the art science with techniques for field application of a variety of technologies for in situ assessment and remediation of contaminated sites. Many of the lecturers were drawn from the ranks of the Hazardous Substance Research Centers, multi-university consortia that have been funded by the US Environmental Protection Agency to conduct research and technology transfer designed to promote risk-based management and control of hazardous substances for the nation. The Centers have made special contributions to the areas of in situ and onsite assessment and remediation of contaminated sites. Such approaches have the potential for being significantly less expensive than other assessment and remediation approaches while maintaining accuracy and effectiveness. Cost-effective remedial and management approaches that are also effective in minimizing exposure and risk to human health and the environment are a critical need throughout the world but particularly in Eastern Europe and the former Soviet Union where resources that can be devoted to environmental cleanup are especially limited.

Consequently, risk assessment, as the process used to measure the effectiveness of the remediation process, is critical to all hazardous waste-site work.Risk assessment at hazardous waste sites involves the use of standard approaches and assumptions in a reasoned, common sense manner. The purpose of this book is to provide practical guidance to people wishing to learn about, conduct, or use risk assessment procedures in evaluating hazardous waste sites. Critical issues, standard formulas and assumptions, and guidance on characterizing risk results in a useable manner are presented. The use of risk assessment as a key tool in selecting appropriate remedial options at hazardous waste sites is also described. Most attention is given to human health risks associated with exposure to toxic chemicals, but descriptions of the strategies used to estimate radiation health risks and to evaluate risks to the environment are also provided. Although most commonly applied to hazardous waste site remediation, the procedures outlined in this book are generally applicable to any situation involving a potential for health risks to an exposed population.This book provides guidance on the mechanics of risk assessment preparation and illustrates these approaches with examples. However, the focus of the book is on the subjective nature of risk assessment, the art rather than the science.The actual risk (i.e., the right answer) can never be known. Consequently, while it is valuable to attempt to obtain the best numeric solution, reasonableness and the application of common sense are equally important. The book therefore devotes a substantial amount of space to issues of uncertainty that are inherent in risk assessment, and the need to address this uncertainty.
