Book excerpt: The Department of Energy is faced with the complex decision of selecting technologies for waste site remediation. This research focused on developing a decision support system to aid the decision maker in selecting the best strategy of remediation technologies. A decision analysis model was developed which incorporates life cycle cost data, risk information, and user input, to analyze the technology choices. The research outlined the use of multiple attribute utility theory using exponential attribute utility functions with a simple additive objective function. The best available data was used to demonstrate the capabilities of the model. The model provides the decision maker with estimates of the cost and time distributions, and the associated utility. Cumulative and frequency distributions illustrate the dominance of technology choices and the variance in the results. Cost and time plots allow the decision maker to see the trade offs inherent in the utility functions. The model also allows for sensitivity analysis in the form of rainbow and tornado diagrams to display the effects of changes in the values of the input variables. Overall, the model provides a generic technology selection tool that can be used to make better informed decisions and can be easily manipulated to reflect changes in the remediation process.

Book excerpt: The primary purpose of systems engineering is to organize information and knowledge to assist those who manage, direct, and control the planning, development, production, and operation of the systems necessary to accomplish a given mission. However, this purpose can be compromised or defeated if information production and organization becomes an end unto itself. Systems engineering was developed to help resolve the engineering problems that are encountered when attempting to develop and implement large and complex engineering projects. It depends upon integrated program planning and development, disciplined and consistent allocation and control of design and development requirements and functions, and systems analysis. The key thesis of this report is that proper application of systems analysis and systems engineering will improve the management of tank wastes at the Hanford Site significantly, thereby leading to reduced life cycle costs for remediation and more effective risk reduction. The committee recognizes that evidence for cost savings from application of systems engineering has not been demonstrated yet.

The EM division charged with developing or finding technologies to accomplish this massive task, its Office of Science and Technology (OST), has been reviewed extensively, including six reports from committees of the National Research Council's (NRC's) Board on Radioactive Waste Management (BRWM) that have been released since December 1998. These committees examined different components of OST's technology development program, including its decision-making and peer review processes and its efforts to develop technologies in the areas of decontamination and decommissioning, waste forms for mixed waste, tank waste, and subsurface contamination. Gerald Boyd, head of OST, asked the Board on Radioactive Waste Management (BRWM) to summarize the major findings and recommendations of the six reports and synthesize any common issues into a number of overarching recommendations.

Book excerpt: The Idaho National Environmental Engineering Laboratory (INEEL), operating in conjunction with the Department of Energy (DOE), faces with the complex decision of selecting an environmental remediation strategy for the Subsurface Disposal Area (SDA) of the Radioactive Waste Management Complex (RWMC). This research uses value-focused thinking and multiattribute preference theory techniques to produce a decision analysis model to aid the decisionmakers as they select a remediation strategy. A deterministic analysis using expert opinion and the best available engineering data demonstrates the model's capabilities. The model ranks 27 specific remediation strategies based on how well they meet CERCLA's five balancing criteria: implementability, short-term effectiveness, long-term effectiveness, reduction of toxicity, mobility, or volume through treatment, and cost. The model allows for sensitivity analysis to display the effects of changes in engineering opinion, the values of the data, and model parameters. Overall, the model provides decision tools that can help the decisionmakers at INEEL make a better informed and better documented decision when choosing a remediation strategy. Furthermore, the model can be easily manipulated and applied by decision makers at other DOE sites.

Waste sites can be physically complex entities composed of multiple, possibly interacting contaminants distributed throughout one or more media. The sites may be active as well with contaminants escaping through one or more potential escape paths. Treatment of these sites requires a long and costly commitment involving the coordination of activities among several waste treatment professionals. In order to reduce the cost and time required for the specification of treatment at these waste sites. The Remedial Action Assessment System (RAAS) was proposed. RAAS is an automated information management system which utilizes a combination of expert reasoning and numerical models to produce the combinations of treatment technologies, known as treatment trains, which satisfy the treatment objectives of a particular site. In addition, RAAS supports the analysis of these trains with regard to effectiveness and cost so that the viable treatment trains can be measured against each other. The Remedial Action Assessment System is a hybrid system designed and constructed using object-oriented tools and techniques. RAAS is advertised as a hybrid system because it combines, in integral fashion, numerical computing (primarily quantitative models) with expert system reasoning. An object-oriented approach was selected due to many of its inherent advantages, among these the naturalness of modeling physical objects and processes.

Book excerpt: A personal-computer-based database and user interface has been developed for retrieving and reviewing information on technologies applicable to the environmental remediation of hazardous waste sites. This system and its information represent a useful source of technology information for people preparing, reviewing, and approving site remediation plans or evaluating remediation technologies. The system includes a variety of information for approximately 90 distinct remedial action technologies. A general text description of each technology is provided, together with basic engineering or design parameters and flowcharts. Information on applying a given technology includes the applicability of the technology to specific contaminants, associated technologies that may be required in conjunction to provide for complete remediation of a site, technical limitations and constraints on the use of the technology, and identification of information or site data needed to deploy the technology at a particular site. US federal regulatory information relating to each technology is also provided. In addition, the system identifies sources for more detailed information for these technologies (i.e., references and specific sites where these technologies have been used). Technologies to be considered can be selected from the complete list of technologies for which information is included, or can be chosen from a shorter list of technologies matching a set of user-specific remediation objectives. The technology information is compiled from a wide variety of sources. The system is designed to support the assessment of remedial alternatives at US sites, but should be readily adaptable to other environmental remediation situations throughout the world.

This paper discusses the development of Decision Support Software (DSS) tools developed to support decisions pertaining to environmental management. Decision support software packages are computer-based programs that facilitate the use of data, models, and structured decision processes in decision making. They incorporate the information into an integrated package that presents results in a format useful for making environmental decisions. Six major analysis functions of DSS tools have been identified: site characterization, plume characterization, risk assessment including regulatory compliance assessment, remedy selection, remedy design optimization, and cost/benefit analysis. Decision support software is relatively new and is now beginning to see application in the field. This paper discusses existing DSS and the strengths and limitations of some of the DSS packages. General limitations of decision support software are also discussed.
