Book excerpt: This paper reviews the World Bank's experience with community participation (CP) in a sample of its projects selected from three different sectors; urban housing, population, health and nutrition (PHN), and irrigation. The sample was chosen on a judgmental basis and consisted of forty projects which were known to have the potential for the use of CP or incorporated it in their strategies, and ten successful projects from the same sectors which did not make use of CP. The focus of the paper is on the approaches to participation employed by the first set of projects and the lessons to be learned from their experience. An analysis of the second set of projects sheds light on the reasons why community participation was neglected by them.

During the 1990s the impact of information technology will be felt increasingly. Developing countries at all levels of development must stay abreast of the information revolution : they cannot afford to ignore this "second industrial revolution."

Available in PDF, EPUB and Kindle. Book excerpt: Over the past forty years, rent control has been a feature of housing in Ghana. This study focuses on the housing market in Kumasi, the second largest city in Ghana. The authors examine the characteristics of rent control in force there, and assess the costs and benefits of rent control, on landlords and tenants alike. These controls have been successful in ensuring that housing is very inexpensive for most households, in both absolute terms and in proportion of income devoted to rent. Because of these controls, landlords have been deprived of economic returns from their property. Therefore, they have tended to withdraw stock from renting to use for their own family members and to reduce maintenance. Rent control is not the only constraint on the housing market in Kumasi or in Ghana. This study also describes other supply side and regulatory constraints, including those affecting land, finance, and choice of building design and materials. A number of options for relaxation (decontrol) are studied with the aid of a simple present value model. Along with decontrol of new construction it is recommended that floating up and out of controls over a period of about 5 years, should be considered, along with policy changes to ensure ready supplies of land, finance, and building materials. Finally, building a political consensus behind decontrol is not independent of but is more important than the technical means chosen for decontrol or relaxation.

Book excerpt: The economic crisis in sub - Saharan Africa presents a major challenge to donors and to policy-makers. After an initial period of growth following independence, most African economies faltered, then failed. Repressed producer prices, inefficient public marketing boards, and weak government commitment have often been blamed for the poor performance of agriculture, Africa's most important sector. Thus, since the mid-1980s, many structural adjustment programs have emphasized price and marketing reforms, and countries have liberalized the marketing and pricing of major food crops. These reforms have improved the performance of the agricultural sector, but the effects on growth and real income have not met expectations. Deficient infrastructure, inadequate access to inputs and credit, poor extension services, and inefficient marketing systems constrain the effective expansion of production. There must be reforms that specifically address these constraints. This paper examines the reasons behind successful and unsuccessful experiences with rural co-ops and reevaluates the potential for remedying the major problems. It briefly explains the motivation for and effectiveness of rural co-ops in developed countries through the example of the Dutch. It then focuses on the development of rural cooperatives in sub - Saharan Africa and on the main issues and problems, including internal and external constraints.
