Book Cities in a Globalizing World

Download or read book Cities in a Globalizing World written by Un-Habitat and published by Routledge. This book was released on 2012-06-25 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'The world has entered the urban millennium. Nearly half the world's people are now city dwellers, and the rapid increase in urban population is expected to continue, mainly in developing countries. This historic transition is being further propelled by the powerful forces of globalization. The central challenge for the international community is clear: to make both urbanization and globalization work for all people, instead of leaving billions behind or on the margins. Cities in a Globalizing World: Global Report on Human Settlements is a comprehensive review of conditions in the world's cities and the prospects for making them better, safer places to live in an age of globalization. I hope that it will provide all stakeholders - foremost among them the urban poor themselves - with reliable and timely information with which to set our policies right and get the machinery of urban life moving in a constructive direction.' From the Foreword by Kofi Annan, Secretary-General, United Nations. Cities in a Globalizing World presents a comprehensive review of the world's cities and analyses the positive and negative impacts on human settlements of the global trends towards social and economic integration and the rapid changes in information and communication technologies. In this Global Report, the United Nations Centre for Human Settlements (Habitat) draws on specially commissioned and contributed background papers from more than 80 leading international specialists. The report focuses on recent trends in human settlements and their implications for poverty, inequity and social polarization. It develops advance knowledge for urban planning and management policies in support and promotion of inclusive cities and good urban governance. This major and influential report is the most authoritative and up-to-date assessment of human settlements conditions and trends. Written in clear, non-technical language and supported by informative graphics, case studies and extensive statistical data, it should be an essential tool and reference for academics, researchers, planners, public authorities and civil society organizations around the world.

Book Fiscal Decentralization and the Efficiency of Public Service Delivery

Download or read book Fiscal Decentralization and the Efficiency of Public Service Delivery written by Moussé Sow and published by International Monetary Fund. This book was released on 2015-03-17 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper explores the impact of fiscal decentralization on the efficiency of public service delivery. It uses a stochastic frontier method to estimate time-varying efficiency coefficients and analyzes the impact of fiscal decentralization on those efficiency coefficients. The findings indicate that fiscal decentralization can improve the efficiency of public service delivery but only under specific conditions. First, the decentralization process requires adequate political and institutional environments. Second, a sufficient degree of expenditure decentralization seems necessary to obtain favorable outcomes. Third, decentralization of expenditure needs to be accompanied by sufficient decentralization of revenue. Absent those conditions, fiscal decentralization can worsen the efficiency of public service delivery.

Book Financing Metropolitan Governments in Developing Countries

Download or read book Financing Metropolitan Governments in Developing Countries written by Roy W. Bahl and published by Lincoln Inst of Land Policy. This book was released on 2013 with total page 430 pages. Available in PDF, EPUB and Kindle. Book excerpt: The economic activity that drives growth in developing countries is heavily concentrated in cities. Catchphrases such as “metropolitan areas are the engines that pull the national economy” turn out to be fairly accurate. But the same advantages of metropolitan areas that draw investment also draw migrants who need jobs and housing, lead to demands for better infrastructure and social services, and result in increased congestion, environmental harm, and social problems. The challenges for metropolitan public finance are to capture a share of the economic growth to adequately finance new and growing expenditures and to organize governance so that services can be delivered in a cost-effective way, giving the local population a voice in fiscal decision making. At the same time, care must be taken to avoid overregulation and overtaxation, which will hamper the now quite mobile economic engine of private investment and entrepreneurial initiative. Metropolitan planning has become a reality in most large urban areas, even though the planning agencies are often ineffective in moving things forward and in linking their plans with the fiscal and financial realities of metropolitan government. A growing number of success stories in metropolitan finance and management, together with accumulated experience and proper efforts and support, could be extended to a broader array of forward-looking programs to address the growing public service needs of metropolitan-area populations. Nevertheless, sweeping metropolitan-area fiscal reforms have been few and far between; the urban policy reform agenda is still a long one; and there is a reasonable prospect that closing the gaps between what we know how to do and what is actually being done will continue to be difficult and slow. This book identifies the most important issues in metropolitan governance and finance in developing countries, describes the practice, explores the gap between practice and what theory suggests should be done, and lays out the reform paths that might be considered. Part of the solution will rest in rethinking expenditure assignments and instruments of finance. The “right” approach also will depend on the flexibility of political leaders to relinquish some control in order to find a better solution to the metropolitan finance problem.

Book Where Top down where Bottom up

Download or read book Where Top down where Bottom up written by Silke Tönshoff and published by Peter Lang. This book was released on 2008 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: The necessity for regional policy-makers to find a balance between shaping and adapting to structural change is well-known. But to what extent does this apply to a European strategy with a «soft» governance process relying largely on benchmarking and peer pressure - the Lisbon Strategy for Growth and Jobs? Paradigms for an increase of competitiveness - also regional competitiveness - spelled out so often and vigorously lose their degree of assertiveness, when turning to economic theory for their foundations. The authors - economists and political scientists with practical experience in EU institutions - deal in their contributions with different issues relevant for decision-makers in modern regional policy. By doing so, it is possible to challenge the seemingly established consensus on what is feasible in the EU and what is not.

This book was released on 2023-08-17 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a result of a piece of field-based research that discusses the institutional arrangements and workings of the rural local governments, otherwise known as the Panchayati Raj institutions, in rural and tribal areas (scheduled areas) in the context of the enactment of important constitutional and legal provisions. It focuses on understanding decentralised governance through political structures and workings of rural local governments and the contributions of these institutions in shaping the political economy of the tribal people in India through the case of Odisha. It highlights the Panchayati Raj institutions that have been instrumental in strengthening the local politics and governance, as well as propelling the economic development, of tribal communities in rural areas. It demonstrates that effective implementation is the tantamount of strengthening the livelihoods of poor tribal people.

Book Decentralization Local Governance and Localizing the Sustainable Development Goals in Asia and the Pacific

Download or read book Decentralization Local Governance and Localizing the Sustainable Development Goals in Asia and the Pacific written by Bruno Carrasco and published by Taylor & Francis. This book was released on 2022-10-12 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region.
