The Committee has set the following objectives: to determine how successfully the Department of International Development has spent its' funds; also examining the roles of the multilateral organizations within Iraq; the effectiveness of the coordination of service provision; the situation as regards the security environment and provision for humanitarian relief; the transition from humanitarian relief to reconstruction and development in Iraq. A number of Committee members visited Iraq to assess the overall situation, and collect information, but there was limited availability of analyses and evaluations of the development assistance programme. The Committee hopes to continue the work in the next parliament.

This book assesses several dimensions of Iraq's reconstruction. First, it considers the response of key international actors, such as the United Nations, the World Bank, the United States, and other bilateral donors--specifically, the European Union, Japan, and the United Kingdom--as well as nongovernmental organizations. Second, it analyzes the process and results of the reconstruction of key sectors (electricity, oil, education, and health), and the interventions geared to institution building and governance reform. Pursuing effective reconstruction within the context of conflict and fragility is a formidable challenge because of the uncertain, fluid, and complex environment. Based on the experience in Iraq, how can the international community support the effectiveness and durability of reconstruction? This book identifies lessons in seven areas and offers four recommendations for international and domestic actors and citizens engaged in reconstruction activities. The Reconstruction of Iraq after 2003 is important reading for development practitioners and policy makers who are or will be engaged in reconstruction efforts in fragile and conflict-affected environments.

The Kurdish north, once an isolated outpost for the Iraqi army and local militia, has become an internationally recognized autonomous region. In The Kurdish Quasi-State, Natali explains the nature of this transformation and how it has influenced the relationship between the Kurdistan region and Iraq’s central government. This much-needed scholarship focuses on foreign aid as helping to create and sustain the Kurdish quasi-state. It argues that the generous nature of external assistance to the Kurdistan region over time has given it new forms of legitimacy and leverage in the country. Since 2003 the Kurdistan region has gained representation in the central government and developed commercial, investment, and political ties with regional states and foreign governments. Drawing on extensive field research, Natali explores how this transition has had positive and unintended consequences on Kurdish—state relations. Greater complexity in the regional political economy has demanded new forms of compromise with the central government. The Kurdistan region may have become a distinct political entity that challenges Baghdad; however, the benefits of aid and logic of quasi-statehood ensure that it will remain part of Iraq. Acutely familiar with the nuances of Kurdish politics, society, and culture, Natali has produced a timely and immensely important book for policy makers, scholars, and practitioners interested in the region.

Book excerpt: Assessments of the United States–led effort to create a democratically governed Iraq following the toppling of the Saddam Hussein regime in 2003 have generally been negative. However, these criticisms have, for the most part, ignored the progress Iraq made on putting in place basic public administration practices and political processes that better serve its citizens, particularly at the subnational level. This paper reviews the experience of the Local Governance Program in strengthening the capacities of subnational councils and provincial offices to develop legislation and to plan and budget for capital investments. The discussion reveals how contestation over the legal interpretations of decentralization constrained the autonomy of provincial actors, and how mastery of administrative tools and methods enabled them to maneuver more effectively within evolving provincial governance structures. This experience offers several lessons for international stabilization and reconstruction operations: constitution-making in divided societies paves over differences with ambiguities in order to reach agreement, which pushes the unresolved conflicts into political, legislative, and administrative arenas; decentralization debates are ultimately about the distribution of political power and control and cannot be addressed solely as technical and administrative governance questions; and basic public administration capacity is critical to meeting citizens’ expectations for services, security, and economic opportunity. A final observation is that international governance improvement templates can only be effective if they recognize that technical interventions must account for politics and the incentives facing local actors.
