Even when foreign intervention is carried out with the best of intentions and the greatest resources, it often fails. What can account for this failure? In Institution Building in Weak States, Andrew Radin argues that the international community’s approach to building state institutions needs its own reform. This innovative book proposes a new strategy, rooted in a rigorous analysis of recent missions. In contrast to the common strategy of foreign interveners—imposing models drawn from Western countries—Radin shows how pursuing incremental change that accommodates local political interests is more likely to produce effective, accountable, and law-abiding institutions. Drawing on extensive field research and original interviews, Radin examines efforts to reform the central government, military, and police in post-conflict Bosnia and Herzegovina, Kosovo, Iraq, and Timor-Leste. Based on his own experience in defense reform in Ukraine after 2014, Radin also draws parallels with efforts to improve state institutions outside of post-conflict societies. Institution Building in Weak States introduces a domestic opposition theory that better explains why institution building fails and what is required to make it work. With actionable recommendations for smarter policy, the book offers an important corrective for scholars and practitioners of post-conflict missions, international development, peacebuilding, and security cooperation.

Book excerpt: Can brief, foreign-funded efforts to build local institutions have positive effects on local patterns of governance, cooperation, and well-being? Prior research suggests that such small-scale, externally driven interventions are unlikely to substantially alter patterns of social interaction in a community, and that the ability of a community to act collectively is the result of a slow and necessarily indigenous process. We address this question using a randomized field experiment to assess the effects of a community-driven reconstruction (CDR) project carried out by the International Rescue Committee (IRC) in northern Liberia. The project attempted to build democratic, community-level institutions for making and implementing decisions about local public goods. We find powerful evidence that the program was successful in increasing social cohesion, some evidence that it reinforced democratic political attitudes and increased confidence in local decision-making procedures, but only weak evidence that material well-being was positively affected. There is essentially no evidence of adverse effects.

Book excerpt: According to recent estimates, about 1.5 billion people are affected by the conflict and instability that characterize fragile states, defined as those that are unable to fulfill basic state functions. This volume of The ANNALS addresses the questions of why and how some states succeed in becoming more robust, and others do not. Paving new ground in theory development, the articles in this volume explore factors that contribute to institution-building in fragile states through comparative case studies. Such factors include the limits (and benefits) of domestic and foreign aid; the impact of a state’s historical strength; the impact of colonial and postcolonial interventions; and the political economy incentives for political leaders to sustain state fragility. Overall, the studies illustrate that aid has both positive and negative effects on institution-building in fragile states. Aid has the potential to contribute to state robustness through changing incentives and shaping institutional structures directly. However, aid can also weaken states, depending on a state’s domestic institutional legacy and political dynamics. The studies call for more research into theories of institution-building to further enhance those that have been discussed in this volume of The ANNALS.

It is noted that U.S. university participation in AID development assistance ventures has declined since passage of the Title XII program of the Foreign Assistance Act in 1975. New opportunities for U.S. university involvement in foreign development assistance, however, are arising from new initiatives in AID, and in other development assistance organizations. In addition, AID is focusing on its affiliations with development assistance organizations, including U.S. universities, to encourage multi-institutional collaborative relationships. The report covers the following topics: how AID has utilized university resources; recent trends in AID/university collaboration; trends in AID policies, programs, and funding; perceived conflicts in the AID/university relationship, both historical and recurrent; and opportunities for U.S. university participation in development assistance. Also discussed are new directions for university participation in development assistance. The 'World Development Report 2002: Building Institutions for Markets' undertakes the complex issue of the basic institutions needed for markets to function properly. This year's 'World Development Report' goes beyond a simple examination of institutional structure and explores the functions of institutions. Recognizing that one size does not fit all, the report asks what do all institutions which support markets do? The answer is simple: Institutions channel information, define and enforce property rights, and increase or prevent competition. Understanding the functions that current institutions and their proposed replacements would provide is the first step. The report contends that once you have identified the institutional functions that are missing, you can then build effective institutions by following some basic principles: - Complement what exists already - in terms of other supporting institutions, human capacities, and technology. - Innovate to suit local norms and conditions. Experimenting with new structures can provide a country with creative solutions that work. - Connect communities of market players through open information flows and open trade. Open trade and information flows create demand for new institutions and improve the functioning of existing structures. - Compete among jurisdictions, firms, and individuals. Increased competition creates demand for new institutions as old ones lose their effectiveness. It also affects how people behave - improving institutional quality. These broad lessons and careful analyses, which links theory with pertinent evidence, are provided in the report.
