Book excerpt: Gamal Abdel Nasser's 1955 decision to barter Egyptian cotton for Soviet bloc weaponry thrust Egypt onto center stage in the Cold War in the Middle East. What Egypt needed most, and what the United States was uniquely equipped to provide, was economic aid. For the Egyptian government--eager to take rapid strides toward economic development but crippled by a burgeoning population, a paucity of arable land, and a meager reserve of foreign exchange--American economic aid promised to serve as an enormously important crutch. For American policymakers, economic assistance appeared to be an ideal means of developing American influence in Egypt. Few aid relationships in the last three decades can match the drama and significance of the U.S.-Egyptian experience. This study shows how the American government attempted to use its economic aid program to induce or coerce Egypt to support U.S. interests in the Middle East in the quarter century following the 1955 Czech-Egyptian arms agreement. William J. Burns has analyzed recently released government documents and interviews with former policymakers to throw light on the use of aid as a tool of American policy toward the Nasser regime. He also offers valuable observations on the role of the American economic assistance program in the Sadat era.

In an original and well-documented study, the author has traced the development of the revolutionary left using political court cases, interviews with political activists, and literature from the communist movement itself. In the post–World War II period, Egyptian communists operated in an environment of extreme secrecy and periodic repression. While the communist movement never became a mainstream political force or had realistic capabilities for overthrowing the royalist regime, its importance and influence were much larger than its numbers imply. Egyptian Marxists had a significant ideological impact on Egyptian society, especially among the intelligentsia and to a lesser degree among trade unionists. Moreover, they were present at key moments of nationalist, student, and working-class militancy. The revolutionary left also contributed to the destabilization of the constitutional monarchy and the worn-out Wafd Party, the premier nationalist organization in Egypt, and helped pave the way for the emergence of Gamal Abdul Nasser and the Free Officers movement of 1952.

Book excerpt: The two decades that followed World War II witnessed the end of the great European empires in Asia and Africa. Robert Tignor's new study of the decolonization experiences of Egypt, Nigeria, and Kenya elucidates the major factors that led to the transfer of power from British to African hands in these three territories. Employing a comparative method in order to explain the different decolonizing narratives in each territory, he argues that the different state policies toward the private business sector and foreign capital were the result of nationalist policies and attitudes and the influence of Cold War pressures on local events. Using business records as well as official government sources, the work highlights the economic aspects of decolonization and weighs the influence of nationalist movements, changes in metropolitan attitudes toward the empire, and shifts in the international balance of power in bringing about the transfer of authority. The author concludes that the business communities did not play decisive roles, adhering instead to their time-honored role of leaving political issues to colonial officials and their nationalist critics. Tignor also finds that the nationalist movements, far from being ineffective, largely realized the primary goals of nationalist leaders that had been articulated for many decades. Discussing domestic politics, economic change, and external relations since 1945, the author argues that Egypt continued to draw a degree of strength from sustained state-building activities, which its pre-colonial rulers could pursue in a favourable international environment and the partly related emergence of the country as a focal point of collective identity. More consolidated than many other states in the global south, Arab and non-Arab alike, independent Egypt, despite changing economic strategies, remained a (lower) middle-income country and despite repeated political contestation, most recently in the Arab Spring, continued to suffer from autocratic rule. Such continuity reflects not only the interplay between political forces at home, dominated by the military, and inconclusive economic policies but also the external constraints under which governments and other actors in the global south have to act. Based on numerous primary and secondary sources in various languages, including Arabic, and years of fieldwork, the book is a key resource for scholars of all levels, journalists, policymakers, and diplomats interested in comparative politics and the political economy of the Middle East and Egypt.
