Book excerpt: Policy ownership of development agenda emerged as an important aspect in international development cooperation during the 1990s in the wake of evident failures of reform initiatives in developing countries steered by donor agencies, particularly the international financial institutions (IFIs), the World Bank (WB) and the International Monetary Fund (IMF). The principal focus of this book is to examine Bangladesh’s policy ownership in its PRSP by broadly analyzing the dynamics in the formulation process and examining the principal actors’ contribution to the formulation process. This book also deals with several other dimensions of foreign aid and its changing features including the shifts in WB-IMF’s approach to development cooperation. This book argues that the WB-IMF strongly influence Bangladesh’s development strategies and agendas and in general the WB-IMF have not changed much in their aid relationship despite clear limitations of their previous reform models. Building on Bangladesh’s current level of development the book advocates that Bangladesh needs to adopt a new model for development agenda setting. Illustrating the influences of donor communities on the creation of development strategies in developing countries, this book presents a macro dynamics of the political economy of international development cooperation. It will be of interest to academics and professionals working on political economy, governance, public policy and development cooperation as well as South Asian Studies.

For the next three decades, the growth of the region’s working age population will far outpace the growth of dependents. Close to one million individuals will enter the workforce every month. This large, economically active population can increase the region’s capacity to save and make crucial investments in physical capital, job training, and technological advancement. But for South Asia to realize these dividends, it must ensure that its working-age population is productively employed. As one of the most prominent labor-intensive industries in developing countries, apparel manufacturing is a prime contender. With around 4.7 million workers in the formal sector and another estimated 20.3 million informally employed (combined with textiles), apparel already constitutes close to 40 percent of manufacturing employment. And given that much of apparel production continues to be labor-intensive, the potential to create more and better jobs is immense. There is a huge window of opportunity now for South Asia, given that China, the dominant producer for the last ten years, has started to cede some ground due to higher wages. But the region faces strong competition from East Asia—with Cambodia, Indonesia, and Vietnam already pulling ahead. Plus the sector suffers from production inefficiencies and policy bottlenecks that have prevented it from achieving its potential. Against this backdrop, this report hopes to inform the debate by measuring the employment gains that the four most populous countries in South Asia—Bangladesh, India, Pakistan and Sri Lanka (hereafter `SAR countries’)—can expect in this new environment of increased competition and scrutiny. Its main message is that it is important for South Asian economies to remove existing impediments and facilitate growth in apparel to capture more production and create more employment as wages rise in China. The successful manufacturers will be those who can supply a wide range of quality products to buyers rapidly and reliably—not just offer low costs.

Drawing on first-hand experiences and insights, the author deeply investigates the realities of a longstanding aid recipient, Bangladesh, and argues that without a political economy approach, one cannot understand the realpolitik of development aid. As an emerging economy from the global south, Bangladesh has been a longstanding partner and recipient of international aid since 1971. Bangladesh has also been active in the global discussions leading to redefining the new narrative and arguments for the new aid regime since the beginning of this century. Building on the analysis of Bangladesh's aid relations, the book shows that there has not been any qualitative shift in aid behavior in the new aid regime that set new norms after the end of the Cold War to ensure recipients' ownership and welcomed an expanding aid landscape by integrating emerging economies from the Global South for achieving better development results. The book analyzes the role of different actors in the development partnership, both traditional and emerging donors - such as China and India, and their partnership practices. It examines different forms of aid and their changing perspective, particularly technical assistance. Based on more than two decades of research and profound insider observations, the book debunks the myth that Southern providers could be more benign to their partners. The arguments placed in the book expose that there is no difference between traditional and emerging donors in ensuring donors' business and strategic interests. While donors continue to ensure their interests in providing aid, the Realpolitik of the situation in the recipient country shows that there is a specific economic and political agenda in pursuing aid. Presenting a comprehensive picture of Bangladesh's aid partnership, through the lens of new development partnership principles and narratives of development aid, this book will be of interest to scholars and researchers of aid and development studies and political science as well as South Asian Studies. How cyber strategies are used in IP theft and cyberwarfare in relation to new complex digital technology such as the Internet of Things (IoT) is explored in relation to particular essential sectors in the economy: marine, smart energy power grids and insurance. Vietnamese labour politics is undergoing significant changes, with a new Labour code that became law in 2021 allowing workers to join ‘worker representative organisations’ not subordinate to the state-led union or the ruling Communist Party. This book reflects on the nature of Vietnamese labour politics on the cusp of reform. It focuses on nominally formal labour within the garment and footwear industry in the southern part of the country, the author argues that while employment in the formal economy is expanding in terms of the absolute numbers of people working in formally registered firms, capital employs various ways to make conditions inside these companies increasingly insecure. In response, workers organise in forms of decentralised resistance. The book analyses two of these in detail; wildcat strikes and ‘microstrikes’—short collective work stoppages that occur inside workplaces. Arguing that labour resistance is structured in relation to capital’s behaviour, and not only because of weak labour relations institutions and mechanisms, this book makes a valuable contribution to the field of labour and social movement studies, development studies, sociology, and political economy and Southeast Asian Studies.
