Book excerpt: Cost is defined as the ratio of expenditures in a given year on (al) discovery or (b1) development to (a2) reserves subsequently credited to that year, or (b2) reserve additions developed in that year. Mixture of (a) and (b) into "finding" costs is meaningless, and has unfortunately become popular. Development cost changes are a good proxy for discovery cost changes and user cost changes because discovery, development and postponement are three competing forms of investment. Although the discovery of large fields peaked around 1925, oil reserves-added by development increased then stabilized around 1960. Costs tended if anything to decrease through 1972, but the decrease was mostly a one-time gain through the retreat from a costly regulatory scheme. The first price explostion after 1973 saw a strong decline in oil reserves-added. The second price explosion improved the record, but the best performance since 1949-51 came in 1983-85, when oil prices were declining by nearly one-fourth. High oil and gas prices promoted a drilling and high factor prices which inhibited old-field development. Therefore the effect of the price collapse of early 1986 will be mitigated by the decline in cost.

Therefore, the AiJstrian Statistical Society (ASS) together with the Austrian Central Statistical Office (ACSO) with pleasure hosted the IARIW Special Conference on Environmental Economic Accounts, in May 1991. These institutions are similarly pleased that now this publication on the proceedings of this Conference can be presented. They connect this with grateful thanks to all those who contributed to the successful completion of this work, in particular the authors and the editors. The impression seems warranted that the outcome of this coordinated overall endeavour was more than just better mutual understanding, viz. something like an increasing consciousness of the common - nominator tending to expand.

The short-term perspective determines the per unit costs of obtaining reserves additions and is thus relevant for issues as cash flow decisions. The long-term perspective provides an estimate of the per unit costs incurred during the exploration and development stages of the energy cycle and is relevant for long-term investment decisions. This study provides a separate analysis for each of these perspectives, an explanation of the differences between them, and a discussion of the limitations of the analyses.
